Emergency Communication Operating Procedures

Any written plan should be a comprehensive, living document. Updated annually...the plan will be more than just something to collect dust on a shelf. The plan will describe who we are, what we do, and how we do it. Keeping it simple...yet functional should be a common goal throughout.
The plan will be in three parts:
1. The basic plan. Updated 19JAN04 @ 0133z
Contains an introduction, scope, job descriptions, concept of operations, summary, etc.
2. Attachments.
May be maps, graphs, forms, etc. One attachment will be district maps.
3. Functional Annexes.
These describe actions for a particular operation. A hurricane annex is a must...describes just operations during a hurricane.
