"The Amateur Radio Emergency Service (ARES) consists of licensed amateurs who have voluntarily registered their qualifications and equipment for communications duty in the public service when disaster strikes. Every licensed amateur, regardless of membership in ARRL or any other local or national organization, is eligible for membership in the ARES. The only qualification, other than possession of an Amateur Radio license, is a sincere desire to serve. Because ARES is an amateur service, only amateurs are eligible for membership. The possession of emergency-powered equipment is desirable, but is not a requirement for membership." From the Public Service Communications Manual

Amateur radio is not just a hobby, it is a service. The licenses we hold are a privilege granted to us by the FCC. These licenses carry some responsibilities, including the responsibility we have for providing emergency communications in the event of a disaster. All of the training we do, from participating in a formal traffic net to setting up a Field Day or special event station, makes us better communicators. Field events, local Ragchews, and monthly meetings improve the camaraderie we enjoy as Hams.

Our expertise in communications, whatever the type of communication is needed, is our contribution to public service. In times of national or local emergencies, the communications effort and expertise of Amateur Radio has been challenged, and our efforts and expertise have allowed Amateur Radio to meet the challenge.

National Incident Management System

Emergency Management Institute (EMI Website) has replaced its Incident Command System (ICS) curricula with courses that meet the requirements specified in the National Incident Management System (NIMS). EMI developed the new courses collaboratively with the National Wildfire Coordinating Group (NWCG), the United States Fire Administration and the United States Department of Agriculture. EMI encourages organizations to begin using the NIMS compliant courses immediately.

IS-800.b National Response Framework, An Introduction *

* This course is recommended (and in some areas REQUIRED) for participation with Public Service Agencies during disaster responses.
