My General Experience:

I have experience as a Webmaster, Senior Program Manager, Program Manager, Project Manager, Training Manager, Proposal Manager and Senior Technical Writer; including 22 years in the U.S. Navy. I retired from the U. S. Navy in 1981 at the rate of Master Chief (E-9). I teach web page development classes (HTML) at in the Virginia Beach City School System, at the Adult Learning Center. Taught Web Site Development courses at Virginia Beach City School, Adult Learning Center. Highly proficient in HTML and ASP through constant use. I was a Webmaster directing the requirements of several ongoing (55) web page tasks. I have managed tasks in excess of $10 million. I have had as many as 75 people working for me. I have run multiple tasks and delivered on time and within budget.

2/99 to 9/06 - General Dynamics/Veridian Corporation/SIGNAL Corporation - Web Master - Design and develop command web pages in support of over the Training Support Center, Dam Neck, Virginia Beach, VA. Use Dreamweaver, Frontpage, and Photoshop along with several other packages to develop and maintain the web sites. maintained over 55 web sites in various stages of design.

8/96 to 2/99 - LBB, Incorporated - Senior Program Manager, Webmaster, Proposal Manager - Draft proposal, BAFO three of three proposals. Technically qualified on all proposals I have written or managed. I maintained the company web site. Develop long range company business plan. Provide cost proposal input as to numbers of personnel, rates and ODC required in the performance of the tasks. Conduct Time and Motion studies in a warehouse environment. Draft Standard Operating Procedures for warehouse work stations. Draft desk top operators guide for a nine (9) carousel warehouse storage system. Monitor network and propose adjustments and additions to hardware and software.

2/93 to 8/96 - SIGNAL Corporation - Program Manager/Operations Manager - Established and managed the Virginia Beach office with several million dollars worth of contracts and 35 people. Managed contracts in excess of $10 million. Managed projects developing Interactive Courseware (ICW), Interactive Electronic Technical Manuals (IETM), and Computer Aided Drafting (CAD). Managed the development of Operator and Systems Technical Manuals for Radar Systems. Managed the development of Systems Manual for the Fort Polk, Louisiana, Base wide Radio Telephone System. Project Manager for the AN/SQQ-89 providing installation, ILS and logistics support to new construction CG and DDG class hulls. Developed and maintained the POA&M's for all installation materials, test schedules and man day tracking. Tracked trial cards for all sea trials and supported 'A', 'B' and 'C' trials on AEGIS class Destroyers and Cruisers for ASW Combat Systems.

5/92 to 2/93 ELDYNE, Incorporated - Installation Engineering Manager - Managed the Installation Engineering Group. Responsible for Fleet Support, Program Support, Installation Control Drawings (ICD's), SHIPALT Records (SAR), Ship Installation Drawings (SIDS), Integrated Maintenance Review (IMR), 2-D Mockups and Alternate Installation Teams (AIT) support. Responsible for the development of Technical Repair Standard (TRS) and Installation Aids (AI) maintenance procedures. Provided testing support to the AN/SQR-19 and towed array group and AN/SQS-53C. Supported Sea Trials on CG and DDG hulls.

9/91 to 5/92 - Supervisor of Shipbuilding and Repair - Pascagoula, MS - GS-12 Electronics Technician - ASW Systems Engineer to the AEGIS Test SUPSHIP Pascagoula. Responsible for the ASW testing schedules and performance of 20 contractors in testing the ASW Suite on CG and DDG class hulls. Presented ASW issues at monthly program reviews at PMS400B. Rode Sea Trials as the Government test witness. Reviewed and approved test procedures. Generated trial cards and Quality Deficiency Reports (QDR's). Cleared trial cards as deficiencies were corrected. Stood at sea CIC watches to coordinate the test schedules of the various Combat System Tests, including Sonar, Radar and SPY-1. Witnessed Combat System Alignment Tests. Witnessed Sonar source level and noise level tests.

9/87 to 9/91 - NAVSEACOMBATSYSENGSTA - GS-12 Electronics Technician - Integrated Logistics Support (ILS) Branch. Provided Logistics support to the AN/SQQ-89 Combat System. Responsible for MRC cards, Technical Manuals, Configuration Management, and Computer Resources. Managed the AN/UYK-44 retrofit program for ASW SONAR systems. Generated Engineering Changes and verified all ILS elements were completed. Drafted CM Plan. Software distribution manager. Conducted Audits of Maintenance Assist Modules (MAM's), On-Board Repair Parts (OBRP's) and Programmed Operational Functional Appraisals (POFA's). Installation Scheduling, Certification Team Leader, Tiger Team Leader, Liaison to SUPSHIP Pascagoula. Liaison to SUPSHIP Bath. Maintained POA&M's for installation schedules, INCO and EC installations. INCO Team Leader and AIT Team Leader. Managed AIT's for SIMAS installations.

6/81 to 9/87 - SYSCON Corporation - Project Manager - Curriculum development specialist for the IUSS Advanced Acoustics Course. Training Manager conducting on-site training at U.S. Army Automated Instructional Management System (AIMS) sites. Operations Manager of 23 DEC VAX 11/785 and 11/750 site computer operators at U.S. Army AIMS sites. Maintenance Manager for 23 site operators at U.S. Army AIMS sites. Installed upgrades to VAX VMS operating system and ORACLE databases. Logistics Manager for LOGMARS. Implemented the LOGMARS bar coding system for the U.S. Army. Witnessed first ten (10) systems through First Article Testing (FAT). Supported Physical Configuration Audit (PCA) and Functional Configuration Audit (FCA). Warehouse Manager, provided testing, QA, storage and shipping for all LOGMARS equipment. Inventory control point for LOGMARS for the Army. Maintained ORACLE databases for purchasing, testing, inventory and shipping. PHS&T for all LOGMARS. Scheduled DCAS pre shipment inspections. Integration Manager for integration and testing of all LOGMARS systems. Logistics Manager.

10/59 to 6/81 - U. S. Navy - OTCM - 23 years continuous active duty. Instrumental in the design and development of the Ocean System Surveillance Training and Operations (SURTOPS) program and OQS Training and Qualification program.
