RADIO OPERATORS

 

            Meet Stage crew (or other assigned person) as specified by Communication Coordinator

            Arrive at assigned location 2 hours before first car due time, to establish communication prior to Open time which is 1-1/2 hour before first car due time.

            Establish communication with Net Control, the other end of the stage, and any spectator area or intermediate operator.

¨     Report the arrival of Medical vehicle at Stage start/spectator area to Net Control

 

NO STAGE WILL OPEN UNTIL COMMUNICATION EXISTS WITH NET CONTROL

and A MEDICAL CREW IS AT THE STAGE START & ANY SPECTATOR AREA.

SPECTATOR AREAS MUST ALSO BE CLEARED BY THE CHIEF SAFETY OFFICER

 

            When Course Opening 0 clears the stage they will so report to Net Control, and recommend opening the Stage. The Stage Captain should confirm that he/she believes the stage is ready to open. Net Control will declare the stage "OPEN". The term "HOT" has no application, and DOES NOT mean a Stage is open.

            Keep track of ALL cars starting and finishing the stage, by car number.

              Report to Net

                 First and last rally car on the road & when they start/finish each stage

             Cars that started and finished the stage – in groups of five. A count of cars that started and finished the stage - as soon as possible and before you give your logs to the Tracker Car.

            Give 1st priority to messages related to SAFETY. 2nd priority is Rally Official traffic. Keep track of radio traffic throughout the event.

              Rally officials will expect you to track the location of:

Car 00, Car 0 [Course Opening w/ yellow roof lights],

    Car 99 [Course Closing]

                 Each rally car unable to complete the event, and in the event of an accident, the condition of competitors (+ any info about their location and need for assistance)

                 Clerk of the Course, Chief Marshal

                 Medical personnel

                 Chief Safety Officer

                 Event Stewards

                 Four-wheel drive sweep crews

 

Remember: ANYONE CAN STOP A STAGE, BUT ONLY NET CONTROL CAN START A STAGE

(Exceptions: IF Net Control can't operate, Clerk of the Course or Chief Marshal can start a stage from the field]

 

                Read and understand the Emergency Procedures [Section XVI]

                If there is a medical emergency, ONE Sweep vehicle with Radio Operator will follow the medics to the scene. When the incident is resolved, the medic & sweep vehicle will proceed to the Finish & await further directions.

¨     Keep personal chit-chat OFF the radio during the rally

           

 

 

EMERGENCIES

         

Once a Red Cross is displayed, a stage will NOT be restarted at "speed". The stage may or may not be scored, per the Performance Rally Rules

A BLS [basic life support] unit will be located at or in the vicinity of the start of each stage, and at all spectator areas.  The Stage Captain, via the Start Radio operator, will notify NET CONTROL when the BLS unit is in place. Under no circumstance is the BLS unit to be reassigned without clearance from the Chief Medical Officer, Clerk of the Course or Chief Marshal (in that order of preference).

STAGE CAPTAIN In case of emergency

WILL IMMEDIATELY STOP THE STAGE and REMAIN AT HIS/HER POST.

When directed via Net Control, release the BLS unit onto the Stage with a Radio Operator, to proceed with caution to the emergency, and report to Net Control upon arrival. DO NOT allow additional sweep or sweep/medical teams to enter the stage unless so directed via Net Control.

The Stage Captain will await direction from Net Control on whether to direct that the stage be transited, or if an alternate route is to be used.

MEDICAL SUPPORT

The ALS [Advanced Life Support] unit with will be notified of the incident and whether they are to proceed to the scene.

THESE PROCEDURES ARE TO BE FOLLOWED FOR ALL EMERGENCY RESPONSES.

Upon arrival, the first requirement is to secure the scene. This can be done by fire personnel if available, or the BLS unit. The BLS unit is to follow all established rules and regulations when rendering aide to the injured parties.

When the ALS unit arrives, all BLS personnel are to assist with any request from the ALS personnel. Support requests from the ALS unit can be made to NET CONTROL over the fire radio or via ham radio. The NET CONTROL will dispatch the nearest fire and ambulance units to the scene.

RADIO PERSONNEL - In the case of an incident within a stage

Stage Start

a)    IMMEDIATELY NOTIFY NET CONTROL of an Emergency Condition

b)    Remain at the stage start and STAY IN CONTACT with Net Control

c)     Keep the Stage Captain informed of situation

Sweep

d)    ONE SWEEP VEHICLE follow the medical vehicle to the scene

 

e)    provide communication between the medical team and rally officials as instructed by the head of the BLS unit: Nature of the emergency; number of injuries; any special equipment needed

 

f)     proceed to the Finish of the stage after the incident is resolved and request further direction from Sweep Team Leader

ALL INVOLVED PERSONS

Direct all information & questions to Rally Headquarters.

 

 

 

MISSING SEQUENCE NUMBERS – SAFETY PROCEDURE

 

Sequence numbers allow us to know immediately if a car that started the stage has not reached the finish as expected. The FTC should immediately question the rally team if their sequence number is not the next one. (i.e. sequence 4, 5, 6 arrive, then 8. You know now that 7 is missing and you must ask the team whether they saw the missing car, where, and in what condition, was there a red cross or an OK. If there was a Red Cross displayed, immediately notify Net Control. Otherwise, report known information to Net Control as soon as possible. If that team did not see the missing car, ask the next car. If they, too, did not see the missing team, report to Net Control, giving the Sequence Number of the car.

 

 

ACCIDENT PROCEDURES FOR COMPETITORS

 

A.      Accident Victim(s), if possible, set out triangles and display either "OK" or the Red Cross  from the Route Book

 

B.      1st Rally Crew encountering the incident:

          1.  Sets out triangles if not already done

          2.  Determines if medical assistance is needed

          3.  Displays Red Cross as appropriate, if not already done

          4.  Assesses situation, and renders whatever aid is possible.

 

C.      2nd Rally Crew encountering the incident:

          1.  Obtains information from the 1st crew

          2.  Determines tulip/mileage of incident relative to route book

          3.  Proceeds at a safe speed to the next radio location and passes on the information

          4.  Uses common sense in determining who can best help at the scene and who is best to send on for assistance

         

D.      If medical assistance is necessary immediately, the stage is to be STOPPED!!

 

E.      All further vehicles already in the stage will proceed to transit the stage

 

Once a Red Cross is displayed, a stage will NOT be restarted at "speed". The stage may or may not be scored, per the General Regulations for Rallies

 

F.      Cars waiting at the Start Control will await instructions from Rally Officials. They will either:

          a.  Transit the stage when it reopens

          b.  Travel via alternate Route Instructions, provided by the Start Control, if the blockage of the course will be lengthy

 

G.      Direct all information and questions to NET CONTROL and to Rally Hadquarters. The Clerk of the Course will be the ONLY person to release information.

 

 

NOTE: Rally teams who leave the course mid-stage are advised to stay near the course long enough for at least three cars to see them display their OK sign from the route book. This will enable the reporting of those cars to the stage finish that should not be expected to finish the stage and will prevent our having to stop a stage to search for missing cars.

 

 

 

4x4SWEEP / COURSE CLOSING INFORMATION

 

The Sweep / Course Closing operation consists of two or more vehicles per team. Each team is responsible for a specific portion of the route.

 

PURPOSE:

Remove disabled vehicles from stages

Sweep and / or close the course at the prescribed time

 

CAUTIONS:

While sweep teams will provide whatever assistance they can, please remember that Sweep crews are volunteers and use their own vehicles and equipment. Damage to a competitor's car during assistance provided by sweep is the competitor's responsibility. Safety and course integrity are our primary concern.

 

PROCEDURES

Sweep starts each stage immediately behind Course Closing Cra 99 and travel as quickly as possible while keeping safety in mind. They extract, and move to the end of the stage, any cars that they can. Cars that cannot be transported out of the stage are moved to a safe location.

On Stages that will not be run again, the last sweep car in line will display a green light (if used on this rally) to notify crews and spectators that the stage is now closed and the roads are open for two-way traffic.

 

IF A DISABLED CAR IS ENCOUNTERED

Depending on the number of cars requiring assistance in the stage, and the number of sweep vehicles available, Sweep will move as many disabled cars as possible to the end of the stage. Sweep will spend up to ten minutes attempting to extract a vehicle. If the vehicle can't be extracted within that time, sweep must move on in order to keep the rally on schedule. The competitors may then be given a ride to the end of the stage only.

 

MEDICAL EMERGENCY DURING A STAGE

If there is a medical emergency, the stage medic will be dispatched as directed by Net Control. A sweep radio operator will follow the medic to the scene to provide communication with Net Control. When the incident is resolved, the sweep radio will notify Net Control that the stage road is now clear. The sweep radio and the medic will proceed to the stage finish and prepare for their next assignment. When all cars have cleared the stage start, the remaining sweep vehicles will sweep and/or close the stage as usual.

Medical Teams are ONLY dispatched with direction from Net Control.

 

 

TRAFFIC ON ALL STAGE ROADS IS RESTRICTED TO RALLY DIRECTION ONLY UNTIL ALL THE SWEEP VEHICLES AND THE GREEN LIGHT (IF USED ON THIS RALLY) HAVE CLEARED THE STAGE.
