Effective: January 2001
Article I - Purpose
The Metropolitan Emergency Coordinators Council for Amateur Radio (MECC) supports amateur radio emergency communications in a variety of ways, in compliance with FCC regulations. This purpose is to be achieved through the following:
A. Meetings which provide a
forum for the exchange of
ideas and information
pertaining to emergency and
public service communications.
B. The Council fosters
cooperation and networking
among amateur radio emergency
communications organizations
in the area.
C. The Council provides a
resource to request mutual
aid.
Article
II - Membership
Membership
is extended to representatives
of the following:
A. Amateur radio
organizations.
B. ARRL Section Level
Officials with emergency
communication responsibility
in Kansas and Missouri.
C. Organizations and agencies
served, or potentially served,
by amateur radio
communications organizations.
D. Persons approved by the
MECC board who function as
intermediaries between the
MECC and other nonmember
organizations.
All members shall have equal status. All members are encouraged to invite potential members to meetings.
A Potential member shall apply
by filling out the MECC
membership application form.
Membership shall become
effective upon a majority
favorable vote by the MECC
board.
Article III - Meetings &
Quorum
General meetings shall be called by the chair not less frequently than once per calendar quarter. The chair may nevertheless call a special meeting sooner than the next general meeting.
The last agenda item of each meeting shall be to start the agenda for the next meeting and set the next meeting date, place and time. The first item on the agenda of each general meeting shall be modification of the agenda begun at the previous meeting. All agendas shall include old and new business. Members will normally be expected to offer all the old and new business items for the agenda by the time the agenda is discussed at the beginning of the general meeting.
For the purpose of conducting business at a general meeting, a quorum consists of at least two board members and two other members. For the purpose of conducting business at a board meeting, a quorum consists of at least three board members. Meetings shall be governed by Roberts Rules of Order.
Article IV - Duties of Officers
All of the officers of the MECC are members of the board of directors.
CHAIR - The chair shall preside over meetings. The chair is the ranking officer among the board of directors. The chair assigns the order for the meeting agenda. The chair may vote solely to break tie votes.
VICE CHAIR - The vice chair presides at meetings in the absence of the chair. The responsibilities of the chair are assigned to the vice chair in the absence of the chair. The vice chair acts as parliamentarian. The vice chair oversees special tasks agreed to by the board.
SECRETARY/TREASURER - This officer takes, prepares and keeps copies of the minutes of all general, special and board meetings. The secretary/treasurer is responsible for correspondence, accounting for income and expenditures and maintaining an official copy of these articles.
MEMBERSHIP SECRETARY - This officer keeps a record of member meeting attendance, maintains a current membership roster, notifies members of meetings and scheduled vote for officers or amendments. The membership secretary is to oversee special tasks agreed upon by the board.
BOARD MEMBER AT LARGE - This officer oversees special tasks agreed upon by the board. This board member also handles the duties of the secretary/treasurer or membership secretary in their absence.

V - Finance
The board is authorized, either on it's own initiative or at the direction of the membership, to spend monies in the treasury.

VI - Committees
Such committees as deemed necessary shall be appointed by the chair.

VI - Voting
At a meeting, each member organization has one vote. Absentee votes may be made by a designated representative of the member organization or by mail ballot.
Article
VIII - Election of Board
Members
Elections shall occur at the last general meeting of the calendar year. Board members take office at the next general meeting following elections. The chair shall appoint a nominating committee one month or more prior to the date of the election. This committee will provide a slate of candidates holding current, valid amateur radio licenses at last general meeting of the calendar year.
Article IX - Vacancies in Office
The chair shall confirm a vacancy. Vacancies in office shall be filled as soon as possible by the board.

X - Amendments
Amendments to these articles may be proposed by any member. Proposed amendments shall first be submitted to the board for approval. Upon approval by a majority of the board, amendments are submitted to the general membership for approval at the next general meeting following the introduction of the amendments. A two-thirds favorable vote of members present is required to approve an amendment.
