We would appreciate if you advise either Deane Bouvier or me
when you will be outside Los Angeles County for over 72 hours (3 days).
You don't need to mention where you will be traveling or why. But
should a major disaster occur while you are out-of-area we might be
endlessly wondering about your fate if we didn't know you simply were
traveling.

Planning ahead, the next quarterly training day at the EOB will
be Saturday, February 6, with three interesting programs scheduled. If
you know any fellow amateur operators interested in joining DCS new
member training will be offered at the EOB on Saturday, January 30,
with completed applications needed two weeks before then. Please refer
any prospective members to me and I will guide them through the new
expedited process.

Our next weekly District messages will be sent on January 3,
2016. Other DCS activities are taking similar breaks for the holidays.
But should a major incident occur during the holiday period we will be
operational if activated. Please enjoy your holidays and our sincere
thanks to all Lomita DCS members for your volunteer service to Los
Angeles County and its cities during 2015.

are holding city council elections (Rancho Palos Verdes, Rolling Hills

voter turnouts for these particular elections averaged between 25-32%

This week's District 17 DCS net from the Lomita Station at
1930
hours Monday will use the W6TRW 2-meter repeater (cross-linked as
simplex on the 440 Rolling Hills repeater output frequency), our 220
simplex frequency, and the 440 PV-West repeater in that sequence,
concluding with an MT-63 NBEMS message on PV-West. All L.A. County DCS,
Gardena DCS, HBARA, NART, PVAN, RBARA, and TARA members are encouraged
to check in on at least one frequency. Our 2-meter Alternate #1 simplex
frequency will not be used this week due to the Lomita Station
simultaneously operating the County-wide DCS net. The 440 Rolling Hills
repeater is offline for repair work and unlikely to return to service
in time for Monday's District net.

This week's District messages appear later than usual due
to the
ARRL Field Day weekend. It was wonderful having many of our members
participate at area Field Day sites as this event also provides
valuable training for emergency and remote operating conditions. Among
those known to have participated in the 2015 Field Day were: Deane,
Staff 50, and Mike T-100, at the W6TRW Radio Club site in Deane Dana
Friendship Park (along with possibly two other District 17 DCS
members); Ray, T-88, who operated CW extensively for the United Amateur
Radio Club at Angels Gate Park in San Pedro; and at the Palos Verdes
Amateur Radio Club's Ridgecrest Intermediate School site in Rancho

Gary, T-222, Joe, T-25, Norm, T-219, and Rod, T-224. All three sites
experienced unseasonal gusty winds along with occasional rain and
chilly temperatures during the overnight hours. Please let me know if

This week's District 17 DCS net from the Lomita Sheriff's
Station at 1930 hours Monday will use the W6TRW 2-meter repeater
(cross-linked with the 440 Rolling Hills repeater); our 2-meter
Alternate #1 simplex frequency; 220 simplex; and the 440 PV-West
repeater in that sequence--followed by an NBEMS digital message using
PV-West. All members of L.A. County DCS, Gardena DCS, HBARA, NART,
PVAN, RBARA, and TARA are encouraged to check in. The W6TRW 2-meter
repeater still has a receiver sensitivity problem which the repeater
trustee is trying to remedy. If you are using an HT radio and cannot
reach W6TRW please use the 440 Rolling Hills repeater.

This coming Saturday, May 2, is the next DCS countywide
quarterly training day at the EOB. One class is scheduled from
1115-1245 hours on "Risk Management" (also presented at several
previous quarterly training days.) From 0900-1100 there will be a
District Communications Officer Forum and a "pinning ceremony" for
those who have earned 1,000-hour service pins. Our member Bob, T-22, is
one of those receiving this pin. Additionally, the DCS store will be
open after 1300 hours. We have a carpool leaving the Lomita Station's
front parking lot at 0805 hours with three seats still available.
Please advise if you would like a ride.

Thank you to everyone who participated in the DCS
Communications
Exercise on Saturday, whether to operate at a station or just check in.
Stu, T-61, operated from the South Los Angeles Sheriff's Station while
Bob, T-22; Denzel, T-118; Larry, T-152, and I were operating at the
Lomita Station. We especially learned a lot about using NBEMS in a
multi-station environment. An interesting experience in the Lomita
Station DCS room was a fully-loaded four-drawer file cabinet had been
placed flush against our operating position #1. We could only move this
heavy file cabinet a slight distance to allow standing room at
operating position #1 which we used for NBEMS during the entire
exercise.

have
made a local modification to the recent DCS uniform policy changes. It
is permitted to now wear reasonable street clothes with the DCS
windbreaker and ID during Monday night nets or informal station
functions. But our modification is: We ask that you still wear your
complete DCS uniform when working at the Lomita Station during
0800-1700 hours Monday through Friday, even if to operate a net or
handle informal functions. Sheriff's Department officials or members of
the public will occasionally visit the Lomita Station during weekday
daytime hours with little or no advance notice. We feel our appearance

The W6TRW 2-meter repeater is still off the air for
repairs.
This week's District net from the Lomita Station at 1930 hours Monday,
February 9, will use the 440 Rolling Hills repeater (not cross-linked
to W6TRW); simplex using the W6TRW 2-meter repeater output frequency in
place of our Alternate #1 2-meter simplex frequency; our 220 simplex
frequency; and 440 PV-West repeater in that sequence. All L.A. County
DCS, Gardena DCS, HBARA, NART, PVAN, RBARA, and TARA members are
encouraged to check in. An NBEMS test message will be sent on the 440
PV-West repeater following the voice net there. Note: to use the W6TRW
output frequency on simplex turn off your radio's Repeater Shift

Deane, Staff 50, and I are making a local modification to
the
recent DCS uniform policy changes. It is still permitted to now wear
reasonable street clothes with the DCS windbreaker and ID during Monday
night nets or informal station functions. But our modification is: We
ask that you still wear your complete DCS uniform when working at the
Lomita Station during 0800-1700 hours Monday through Friday, even if to
operate a net or handle informal functions. Sheriff's Department
officials or members of the public will occasionally visit the Lomita
Station during weekday daytime hours with little or no advance notice.
We feel our appearance at such times should therefore include the full
DCS uniform. Last Tuesday morning, for example, the Palos Verdes
Peninsula Unified School District's monthly disaster amateur radio
drill operated from our DCS room coincided with Sheriff Jim McDonnell
visiting the Lomita Station for an inspection. Please feel free to ask
me if you have any questions about the uniform policy changes.

Effective last week DCS members operating Monday night
nets or
performing informal station functions have the option of coming to the
Lomita Station wearing reasonable street clothes with their DCS
windbreaker jacket and DCS ID badge always visible. This uniform policy
change applies only when inside the Lomita Station. All DCS events and
activities in public view or outside the station (including at the EOB)
still require wearing the complete DCS uniform unless otherwise
advised. Those with T-800 level tactical calls should continue wearing
business casual attire plus their temporary ID card when at the Lomita
station or the EOB. This option to wear reasonable street clothes under
the DCS jacket with ID during Monday night nets and informal station
activities was authorized by Sgt. Douglas Shive, the Lomita Station's
new volunteer coordinator, under a new countywide DCS policy. Please
note that "street clothes" means wearing long pants with closed-toe
shoes (i.e., no shorts or sandals). All members may still wear their
complete DCS uniform during informal station activities if desired.
