III. CONCEPT OF OPERATIONS
A. General.
As a LCARES amateur radio operators, you will be provided a variety of opportunities to volunteer your support of city and county emergency services and community events. In addition, ongoing operational, procedural and technical training will be made available to you so that you may increase your effectiveness.
B. Emergency Incident and Disaster Response.
LCARES should be prepared to staff the County EOC, each fire station, Albany General Hospital, Lebanon Community Hospital, each City Hall/City EOC, American Red Cross Chapter Office and appropriate neighborhood locations such as schools.
C. Search and Rescue (SAR) Field Operations.
LCARES volunteers who have completed the Oregon State Sheriff's Association approved search and rescue training may be given the opportunity to provide supplemental communications on county initiated SAR missions
D. Hospital Communications Support.
LCARES has for many years supported the Lebanon Community Hospital with operators responding to drills and actual events in which internal supplementary communications and inter-hospital communications have been needed. These activities will continue to be supported by LCARES. Expansion of support to Albany General Hospital should be implemented as well as coordination with the Benton County ARES (BCARES) activities at Good Samaritan Hospital in Corvallis.
E. Event Communications Support.
Communications support for community events, such as Walk-A-Thons, parades, D.A.R.E Day, bike races and fairs provide excellent opportunities to practice and hone your emergency communications skills and to raise public interest in amateur radio activities.
