Rules and Endorsements
Contacts for this award may be made on any band or mode including the use of repeaters. Anyone with a valid license may apply. For example it is possible for this award to be issued to individuals using 2-meter hand helds through repeaters while driving across country on vacation. If you can find a way to do it using repeaters, more power to you.
Contacts do not need to be made from a fixed location or within a limit of your home station.
There is no beginning date for QSOs. Old contacts confirmed by QSL card no matter of their age will be allowed. (Eighteenth century QSL cards shall require review by our entire awards committee. Hi Hi.)
QSL cards either standard or the new E-cards across the Internet or e-mail may be used. Any QSL is subject to review by the EARS Awards Committee upon request.
There is no minimum RST required. Any two-way communication that has an exchange of information will be considered as a valid QSL.
Special endorsements are available for (but not limited to):
Single band, Single mode, Low power, QRP, Solar powered only,
Fixed location only, Mobile only
Special rules concerning increasing numbers:
The basic award level will always be the number of past and current presidents applied upon inauguration day. Applications postmarked prior to inauguration day will not require the higher count of presidents.
The number of Presidential-Counties will always be determined by the list of current presidents for all awards and endorsements except the last endorsement for working all of the presidential counties. In which case the list prior to the inauguration of a new president would be used until he or she had served two years of their first term. This would allow a two year grace period. For example Clinton Counties did not count until two years from Bill Clinton's inauguration. This rule has no effect if the new president has the same last name as a past president. A new president’s name could cause the number of counties to increase if there are already counties that have the name of the new president. This rule exists to keep the maximum number from increasing without ample time for individuals to be able to work them.
o Example 1 - When G. W. Bush became president there was no change in Presidential-Counties. There are no counties named Bush. Therefore the old number of 261 did not change. However the count of presidents did increase by one.
o Example 2 - If Colin Powell would become president, there are Powell counties in the US but these new counties would not be required until Powell would complete his first 2 years as president.
In the event there would be changes in presidents due to unusual historical events, changes in county names, new counties established, merged counties that might eliminate a county from future consideration, or any other change of a substantial nature in the structure of this award, Eastern Amateur Radio Society Awards Committee reserves the right to interrupt or amend rules as necessary.
