January 9, 1999 KY Section ARES Exercise #0199 TO: All KY Section DECs and ECS There will be a statewide ARES exercise Saturday January 16, 1999 beginning at the conclusion of the Good Morning Kentucky Phone Net. The exercise will begin with the activation of the Kentucky Emergency Net. There will be a call to all District and Local Emergency Coordinators and will proceed as outlined in the instructions contained herein. -Instructions- KENTUCKY SECTION ARES EXERCISE 0198 Objective: 1.) Coordination 2.) Determine the manpower and communications resources available based on preexisting knowledgee of activation. 3.) Increase awareness of the ARES program. 4.) Traffic Handling This exercise in its entirety should last approximately 2 hours. District level nets with local level nets will most likely be in session 1-1 1/2 hours and local level nets should run 30 minutes to 1 hour. This exercise should be viewed as a full activation. Local and District level nets should activate in the fashion they would in an actual emergency such as activating their telephone tree, call-down roster etc. Information gained from this exercise will be considered an indication of what level of participation can be expected. ACTIVATION: The exercise will begin with a call to all ECS and DECs at the conclusion of the Good Morning Kentucky Phone Net on January 16, 1999 on 3960khz. DISTRICT LEVEL ACTIVATION: District Level nets will be responsible for activation of local area nets. *(See note #1) District level nets will activate and call for local area nets to activate. During the exercise, District level nets will remain idle and will only receive traffic and transmit direction to local area nets as necessary. *(see note #2) DISTRICT LEVEL REPORTS District level nets will accept reports from local level nets and forward 3 reports. 1 on SSB to the SEC on 3960kHz 1 on Packet to KYEOC@WB4HFR 1 on Packet to KD4PWK@WB4HFR District level nets should pass all local level reports as soon as received. All District level nets will remain operational until all Local level nets have secured. The final district level report should include: 1.) Number of participants 2.) Number on Emergency Power 3.) Number of mobile stations 4.) Traffic handled (this figure should be a minimum of 3) 5.) Time in Session (in minutes) When sending your traffic, send it in the same fashion as you would your monthly report or your PSHR report: 1/25 2/12 3/9 4/2 5/14 I.E. 25 check-ins 12 were on emergency power 9 were mobile and you handled 2 pieces of traffic and your session time was 14 minutes LOCAL LEVEL ACTIVATION: Each local area net will activate and run until such time as to feel comfortable in saying the level of participation achieved is a reasonable example of that areas activity. *(see note 3) Once you have your local area net active, appoint a net control station to activate a simplex net on your normally used county or District simplex frequency. *(see note 5) If there is more than 1 repeater available for ARES use, activate a secondary net on that repeater also. Take check-ins on the secondary repeater from those who are monitoring. *(see note 4) The information gathered from each check in Should follow the format below: =========================================================== Name callsign EPower Location Base/Mobile Available =========================================================== Bob : Z4XYZ : Y or N : Anytown : B or M : Y or N : : : : : LOCAL NET REPORTS: Once local area nets close they will forward the final net report with the District level net. *(see note #2) 3 Reports will be sent in standard NTS format with the following information. 1.) Number of participants 2.) Number on Emergency Power 3.) Number of mobile stations 4.) Traffic handled 5.) In areas where the District level net is the only net, it will represent all of the counties in it's area and report as a local level net nets. 2.) In areas with no District level net, local nets will activate upon notification by, or relay from the SEC. Therefore, the local net report will have be filed with the SEC at the conclusion of the net. 3.) Try to avoid short time check-ins. Roll call the net at least every 10 minutes during the exercise. 4.) Do Not move check-ins from one repeater to another (i.e do not have people checking in on one repeater and then ask them to check in on the other. The object is to keep your manpower on your net control frequency for the duration of the exercise. 5.) Do Not use simplex frequencies of 146.520 or 145.790 for exercise net operations. ---------------------------------------------------------------------------- ---- Simply stated, DECs, activate your district. ECS activate your net/people. ECS compile a report (as outlined above) of your activity and send it to your DEC. DECs file your report with the SEC.
