System 3D38, LDS Church

This system has some peculiarities which can be confusing to those attempting to monitor it.

Which mountaintop site?

I had previously thought that the site was Curry Peak, 40-34-21.8 N, 112-08-17.8 W. License WNXM558 covers both Curry and the COB. The signals from 3D38 which I currently hear from Bountiful are stronger than I would expect from Curry. I also note that the church has obtained licenses for their frequencies on both Farnsworth, WQBD302, and Little Farnsworth, WPUD831.

Church Security

When I first moved to Utah, I was looking forward to being able to monitor Church Security at Temple Square. To my disappointment, I found them operating DVP, a very sophisticated and expensive form of digital encryption. Most transmissions were completely unmonitorable. This system, however, did have some flaws, which allowed listeners to occasionally hear bits and pieces. Only two of the trunked repeaters on 3D38 were capable of passing DVP. If they were in use, and one of the men in dark suits, wearing an earpiece, keyed his radio, it would come over in the clear. One general conference, I was delighted to find that someone had misprogrammed of the dispatch consoles in the control center, and every transmission from it was heard in the clear.

More recently, DVP on 3D38 has been replaced. Church Security has a new fleet of encrypted radios operating P-25, with 854.9125, 855.1375, and 856.8375 now dedicated exclusively to P-25. My attempt to find misprogrammed security radios, operating in the clear during the Oct. 08 conference, did not produce any intelligible audio.

Several channels are not carried on the mountaintop site

From my location in Bountiful, I can hear the sites on the Oquirrh Mountains (to the west of the city), but mountains completely block reception of the sites on Ensign Peak (above the Avenues), as well as anything on top of buildings in downtown Salt Lake City. When I entered the information for 3D38 into my BC246T, I started seeing fleets appear on the display, but nothing was heard over the speaker. Investigation revealed that I had good signals on all of 3D38's frequencies, except for 3 of them, 855.2625, 855.3375, and 855.5625. A check of the above mentioned licenses (WNXM558, WQBD302, and WPUD831) shows that these three are not covered under any of them. Instead, BYU holds two licenses, WPDA582 and WPZV553, to operate these frequencies at 60 East Temple, SLC.

The controller appears to be set to direct those fleets which only operate at Temple Square to these three. The column below, which I have highlighted in blue, is a hit counter (in hex). Note how much more traffic these channels receive, as opposed to the rest of the non-P25 channels.

The P-25 channels are all carried on the mountain, indicating that the scope of operation for Church Security is much greater than just patrolling Temple Square.
