Constitution

 

 

Preamble

 

We the undersigned, wishing to secure for ourselves the pleasures and benefits of the association of persons commonly interested in amateur radio, constitute ourselves the Border Amateur Radio Society and enact this constitution as our governing law.  It shall be our purpose to further the exchange of information and cooperation between members, to promote radio knowledge, fraternalism and individual operating efficiency and to so conduct club programs and activities as to advance the general interest and welfare of amateur radio in the community.

 

Article I

Membership

 

All persons interested in amateur radio communications* shall be eligible for membership.  Membership shall be by application and election upon such terms as the club’s by-laws provide.

 

* Radio communication between amateur stations solely with a personal aim and without pecuniary interest.

 

Article II

Officers

 

Sec. 1    The officers of this club shall be president, vice president, secretary, treasurer, and systems manager.

 

Sec. 2    The fiscal year shall be from September 1st to August 31st.  The officers of this club shall be elected by ballot of the members present for a term of one year, provided there be a quorum, at the meeting in August and take office on September 1st.


Sec. 3    Vacancies occurring between elections must be filled by special election at the first meeting following a withdrawal or resignation.

 

Sec. 4   Officers may be removed by a two-thirds vote of the membership.

 

 

Article III
Duties of Officers

 

Sec. 1  The president shall preside at all meetings of this club and conduct the same according to the rules adopted.  He shall enforce due observance of this Constitution and By-Laws, decide all questions of order, sign all official documents that are adopted by the club – and none other, and perform all other customary duties pertaining to the office of president.

 

Sec. 2  The vice-president shall assume all the duties of the president in the absence of the latter.  He shall also organize club member activities, plan and recommend contests for operating benefit, and advance club interest and activity as planned by the club.  He shall maintain close liaison with ARRL Emergency Coordinator or SEC to further club participation in the Amateur Radio Public Service Corporation.  He shall encourage new stations in reporting activities to the club and to the elected Section Communications Manager of the ARRL; all these things to make the reputation of the club and amateur radio activities in the community as outstanding as possible.  He may appoint traffic committees or assistants to aid him in special branches of activity.

 

Sec. 3  The secretary shall keep a record of the proceedings of all meetings, keep a roll of members, submit applications for membership, carry on all correspondence, read communications at each meeting, and mail written notices to each member.

 

Sec. 4  The treasurer shall receive and issue receipts for all monies paid to the club; he shall keep an accurate account of all monies received and expended.  He shall pay no bills without proper authorization (by the club or its officers constituting a business committee).  At the end of each quarter, he shall submit an itemized statement of disbursements and receipts.  He shall at the expiration of his term, turn over everything belonging to the club in his possession to his successor.

 

Sec. 5  The systems manager keeps a record of our system performance, conducts routine maintenance, keeps logs of all activity at each site including the date, work done, and persons present, and recommends changes needed.  He may recruit other members to help in the maintenance of the system.

 

 

Article IV
Meetings

 

The By-Laws shall provide for regular and special meetings.  At meetings a minimum of one-third of the members shall constitute a quorum for the transaction of business.

 

 

Article V

Dues

 

The club, by a majority vote of those present at any regular meeting, may levy upon the general membership such dues or assessments as shall be deemed necessary for the business of the organization within its objects as set forth in the preamble.  Non-payment of such dues or assessments shall be cause for expulsion from the club within the discretion of the membership.

 

 

Article VI

Membership Assistance

 

This club shall enact appropriate rules to minimize interference in operation between stations of its members; it shall formulate adequate plans for disposition of any cases of interference to other radio services where reported as caused by any amateur station operation in the area of club jurisdiction.  The club through designated INTERFERENCE, PUBLIC RELATIONS, and OPERATING COMMITTEES, will provide technical advice to members concerning equipment design, an operation to assist in frequency observance, clean signal, uniform practice, and absence of spurious radiations from club member stations.  The club shall also maintain a program to foster and guide public relations.

 

 

Article VII

Amendments


This constitution or the By-Laws may be amended by a two-thirds vote of the total membership.  Proposals for amendments shall be submitted in writing at a regular meeting and shall be voted on at the next following regular meeting, provided all members have been notified by mail of the intent to amend the constitution and/or by-laws at said meeting.

Robert’s Rules shall govern proceedings.

 

 

Border Amateur Radio Society

By-Laws

 

  1. Secretary.  It shall be the duty of the secretary to keep the constitution and by-laws of the club and have the same with him at every meeting.  He shall cause all amendments, changes and additions to be noted thereon and shall permit the same to be consulted by members upon request.

 

  1. Membership.  Full membership is open to licensed amateurs and those actively engaged in a class leading to an amateur radio license.  Associate Membership is open to all other interested persons.  Full Membership includes all club privileges as well as rights to hold a club office and to vote for club officers.  Associate Membership includes all club privileges except the right to hold office and vote for club officers.  Applications for membership shall be submitted at regular meetings.

 

  1. Meetings.  Regular meetings shall be held on the second Thursday of each calendar month at such place as the president shall order.  Special meetings may be called by the president upon the written request of any five members.  Notice shall be sent to members concerning special meetings and the business to be transacted.  Only such designated business shall be transacted.  Such notices shall be sent through the U.S. Postal Service and these notices should arrive not less than 24 hours before the meeting time.
