RACES COMMEX

Each month, except during the summer,  The Maryland Emergency Management holds a drill on the second Tuesday.  These drills usually center on a specific scenario.  The scenario for specific months will be posted here as they are announced.  During the drill messages are passed in the format of a STIREP (a confidential form) and/or an ICS-213 - Revised.   At this time there are several proposals being considered for use by the Maryland State RACES officers.  If and when a form is selected it still needs the approval of the local Emergency Managers meeting as a whole.  The forms that can be viewed here are:

The scenarios for the Maryland Commexes for 2007 have been:

January 9 a solar flare on the Sun occurred releasing a burst of radiation across the electromagnetic spectrum, from radio waves to x-rays and gamma-rays.  This event is an X6 Class Flare.   Commercial power grids failures and communications outages are occurring in the mid-Atlantic region and statewide.
February 13 Cancelled due to deteriorating weather conditions.  Please stand by for the possibility of being needed locally
March 13 Major flooding from winter thunderstorms over the last several days have left the ground saturated and streams overflowing their banks. Forecasts for the near term include a front bringing in more rain and possible tornadoes.  Several local jurisdictions have opened shelters for displaced families in flood zones.  The electrical grids in Maryland are experiencing interruptions
April 10 Response and Recovery efforts immediately following a Category 4 Hurricane that tracked up the Chesapeake Bay.  Initial damage reports are needed as soon as possible.  Most communication towers are out of service affecting all two-way and cellular radio systems throughout the entire State.  Heavy rains and very high winds hit the western part of the State causing major widespread damage in that region.   Both bay bridges remain closed due to structural damage.

September 11 Equipment Check
October 9 There is a Radiological Emergency resulting from a Nuclear Power Plant accident involving its reactor and cooling systems.  Plume and Ingestion Zone jurisdictions have been notified.  Population Sheltering-in-Place and Evacuation actions are being considered.

Submit at least one exercise Situation Report (SITREP) via RACES during the exercise. In addition use the ICS-213 from in sending general exercise messages.

November 13 There is a Nor'easter Ice Storm off the lower eastern shore of Virginia.   This storm is forecast to hug the coast and move inland up the Chesapeake Bay.  Severe coastal and inland icing conditions are expected with this storm.  During this period the Mid-Atlantic continues to experience extreme cold in upper single digits for nightly lows ranging in the low to mid-teens during the day.  Commercial power and communications outages continue statewide due to downed power lines and communications towers.
