This does NOT mean that the 31 will require a PL Tone to access the repeater !! The 31 WILL keep its open status. All we are doing is making it easier for long distant stations to get in. The encoding of the 31 will not mean much to you unless you have a radio equipped with PL decode. All this is doing is, again for the benefit of distant stations, allowing them to use the PL decoder of their radio as the squelch. This means that if you're receiving the 31 noisy from a distance away and you don't want to listen to the noise from your squelch then, if your radio is so equipped, set it to decode 131.8Hz and the radio will not open the squelch until the correct PL tone is heard. REMAIN  an open
Repeater. It will by no means require a PL tone to open the receiver. These enhancements where added to help maintain the 31 as the District Repeater it was set up to do !! And yet through all this the Club has paid only for the first and second climb all other climbs and equipment were 100% donated to BAARC.
