PRESIDENT'S MESSAGE
Kim - N8YWX
Well, guys, I come to the end of my term as President of the
DeForest Amateur Radio Club and I have to say, it has been a
wonderful experience.
I truly enjoyed working with the officers and committee members who
helped put together the programs and events that we all look forward
to each year. Since April of 1997 when I took over, we have
participated in 3 parades, helped with the Marine Corps League 5
Mile Run 3 times, held 2 separate special events stations (one in
1997 and one in 1999), assisted in the 4-H Carteens Mock Crash
production, held 3 successful Field Day events and held numerous
training opportunities, classes, picnics, training nets and much,
much more! These opportunities are only made possible by those
planning and by the support and participation of club members
themselves.
As Helen Keller once said: "I am only one; but still I am one. I
cannot do everything, but still I can do something. I will not
refuse to do the something I can do."
This is how I see the DeForest ARC and all the members who share
this wonderful hobby. I certainly have a lot of fun and truly enjoy
the friendships I have made in Ham radio. I sincerely feel we have
the ability to share our talents when the need arises. And we do.
As the year 2000 is just around the corner, let me just say it's
just another New Year's Eve.
I feel like a sportscaster making a prediction, but I think we'll be
just fine. Certainly we can't control all events, but we can be
prepared for them and my grab and go kit is ready. So charge those
batteries and hold on to your HT's! Be sure and tune in to our New
Year's Eve Net beginning at 11:00 pm and we'll all watch history
being made.
On a personal note, I would like to extend a special thanks to the
OM, whose support and encouragement have meant so very much!
Congratulations to the Officers for the year 2000: President George
Larter, KC8HFV; Vice-President Ed Lock, KE8FK; Secretary Barb Lock,
N8HIA and Treasurer Marlene Potts, KC8JXE. I look forward to another
great year under their direction and leadership!

MINUTES OF
December 14, 1999 MEETING
Barbara Lock - N8HIA
The meeting was called to order by our president Kim, N8YWX, after
we had all finished a very enjoyable Christmas supper. Kim told us
the history of the DeForest ARC from the beginning to the present
time. Kim thanked the present officers for helping her this past
year. Kim gave Ed, KE8FK, a certificate for the three years he has
served as the treasurer. Kim gave George, KC8HFV, a certificate for
serving as the vice president this year, also one to Barb, N8HIA,
for serving as secretary for this year.
Dick, W8ZFO, who is our Public Information Officer for the club,
went around to all the schools talking to the principals about our
classes and ham radio. Dick wanted to try to interest more young
people in amateur radio. Kim gave Dick a certificate for being our
Public Information Officer. We had an attendance of 42 people at
the Christmas party.
We had the children gift exchange, with Angela giving out the
presents. Karen, KB8QMV, and Linda, KC8JZG, did the counting of the
ballots while the meeting was in progress. Pat, KC8LVE, had the
tickets for the door prizes. Ed, KE8FK, and Jerry, WB8IOW, took
pictures during the party and the meeting.
George, KC8HFV, gave out certificates for net control during the
months of September, October, and November. Kim, N8YWX, was net
control for September, Barry, KB8OMG, was net control for October,
and Matt, KC8LMJ, was net control for November.
Jerry, WB8IOW, is our District Emergency Coordinator for district
four with ten counties in all. Jerry said he appreciated the
members in the clubs. Jerry said good things have been heard about
our counties. We are one of the strongest counties he has.
If you did not get to attend the club Christmas party you missed a
good show of entertainment. George, KC8HFV, was the "Great Hambini"
assisted by Kim, N8YWX. It was a fun time for all of us and I think
George should be applauded for the "Great Hambini" he was!
The votes were tallied and Karen, KB8QMV, gave the count to Kim,
N8YWX. The following people will be the officers for the year 2000.
President George, KC8HFV, Vice President Ed, KE8FK, Secretary Barb,
N8HIA, and Treasurer Marlene, KC8JXE. Congratulations to the new
officers.
Matt, KC8LMJ, drew the tickets for the door prizes. Everyone
received something, Ed, KE8FK, got some real good pictures for the
scrap book.
We all enjoyed the music played and sang by Gordy, W8YGW, and Polly,
KC8CZB. Gordy played the guitar and Polly accompany Gordy in
singing. It was very pleasant to set there and listen to them
perform. It is something we all could enjoy more than on e time.
They did a super job!
This is the last of the minutes for the year of 1999. I hope the
year of 2000 is as good to all! Best wishes to all and their
families.

AMATEUR RADIO NEWS RELEASE
The Foundation for Amateur Radio, Inc., a nonprofit organization
with headquarters in Washington, D.C., plans to administer seventy-
three (73) scholarships for the academic year 2000 - 2001 to assist
licensed Radio Amateurs. The Foundation, composed of over seventy-
five local area Amateur Radio Clubs, fully funds ten of these
scholarships with the income from grants and its annual Hamfest.
The remaining sixty-three (63) are administered by the Foundation
without cost to the various donors. Licensed Radio Amateurs may
compete for these awards if they plan to pursue a full-time course
of studies beyond high school and are enrolled in or have been
accepted for enrollment at an accredited university, college or
technical school. The awards range from $500 to $2500 with
preference given in some cases to residents of specified
geographical areas or the pursuit of certain study programs.
Clubs, especially those in Delaware, Florida, Maryland, Ohio,
Pennsylvania, Texas, Virginia and Wisconsin, are encouraged to
announce these opportunities at their meetings, in their club
newsletters, during training classes, on their nets and on their
world wide web home pages.

ARES REPORT
The Adams County Hospital Internal and External Drill for the year
of 1999, was held October 25, 1999, at 3:00 p.m.
The electric company was asked if they would come out and turn off
the electric to the hospital. This way they could see if their
generator backup system worked and what if anything needed
corrected. The different departments had people to watch an d check
what needed to be corrected. A meeting was held after the drill and
there was discussion, with the different departments giving reports
on their section. As far as the hospital was concerned the drill
went as planned and they were satisfied with the results.
The DeForest Amateur Radio Club was asked to participate with
communications if we were needed. The hospital wanted to test their
own radio equipment and also see if our radios would be able to work
at the hospital. Barb N8HIA and Ed KE8FK went to the hospital to
represent the club. We found the hand held would work on simplex
inside the hospital, with the repeater working outside the hospital
fine.
On our Simulated Emergency Test Drill we had 164 points on our local
drill, and 126 points on our net SET operations. Again I would like
to thank all who participated in the SET drill for 1999.

* Foale back in space: After nine launch delays, space shuttle
Discovery lifted off on December 20 on the first of two shuttle
missions designed to repair and upgrade the Hubble Space Telescope.
The crew will be the first in a long time to spend Christmas in
space. Three ham-astronauts are aboard, including Mir veteran Mike
Foale, KB5UAC. Foale is making his fifth flight into space. He
spent more than four months aboard the Russian Mir space station and
was aboard when a Progress supply rocket rammed Mir causing serious
damage. Other hams aboard are NASA astronaut John Grunsfeld, KC5ZTF,
and European Space Agency astronaut Jean-Francois Clervoy,
KC5WKG. The flight is the 96th space shuttle mission and the last
for 1999. It's scheduled to return to Earth on December 27.

KENWOOD ASKS FCC TO RULE
ON "SKY COMMAND" SYSTEM
Kenwood Communications Corporation has asked the FCC either to
declare that its "Sky Command" system complies with Commission rules
or to waive applicable sections of the rules to make it legal.
The "Sky Command" system, which Kenwood has been marketing for about
two years, lets the user control a fixed HF station via a pair of
dual-band transceivers. Sky Command operates in full duplex, using a
70-cm frequency to transmit audio and control commands to a dualband
transceiver at the remote station and a 2-meter frequency to
transmit received audio via the remote station's SkyCommand
transceiver to the operator's transceiver. Sky Command's VHF link
also includes a Morse code ID.
The ARRL has declined to permit Kenwood to advertise its "Sky
Command" system in QST, maintaining that the system is not legal to
use as it's configured. The League says that Kenwood's use of a 2-
meter frequency would cause amateurs using the system to violate
Section 97.201(b), which limits auxiliary operation to certain
frequencies above 222.15 MHz.
The League in the past has opposed lowering the minimum frequency
for auxiliary operation. The Sky Command issue arose during the ARRL
Executive Committee meeting December 4. After some discussion, the
EC requested that Executive Vice President David Sumner, K1ZZ,
prepare a paper to explain the rationale for the present rule and to
provide a basis for future discussion on whether the restriction was
still needed.
