Thanks to you for letting us borrow your taste buds! As we enter into the month of November, we begin the annual election process for next year's club officers. Each year, we elect a President, Vice President, Secretary and Treasurer. If you are interested in holding an office or nominating someone for office, please keep a few things in mind. "Candidates for office and all who expect to vote for those candidates must be full members in good standing; their dues must be paid by the last day of February of the current year; and they must hold a valid amateur license. We will not be able to track people down to see if they are willing to accept nominations. The Secretary has 7 days to get the ballots out following the nomination process. There were 28 people present. Pat KC8LVE had split the pot for anyone interested in buying a ticket. We had two guests at the meeting, Kyle West and Tony Robison, who are taking the classes held at the vocational school 7:00 to 9:00 p.m. on Tuesday and Thursday. The chili cookoff was started around 6:20 p.m. The judges for the cookoff were Dick W8ZFO, Ron KC8LIC, and George KC8HFV. There was a lot of good chili for everyone to try. Linda KC8JZG, Jerry WB8IOW, Kim N8YWX, Tom, Don KC8JXC and Tony N8XGM, brought the chili for the contest. Sharon KC8LIE brought corn bread, and Ridney N8XGP brought the crackers. Barb N8HIA brought the dessert. We all had a good time and good food to eat. Kim N8YWX asked for the minutes to be read. Ed KE8FK made the motion for the minutes to be accepted as printed in the newsletter. Linda KC8JZG second and the motion carried. Ed KE8FK read the treasurer's report with inflows' $102.50, outflows' $374.23, balance as of, October 12, 1999, $2033.02. Pat KC8LVE reminded Ed she had split the pot if anyone was wanting a ticket. Also Ed said he had Georgetown Hamfest tickets if anyone wanted to buy some. The tickets are $2.00 and the club gets to keep a $1.00 if they are purchased before the hamfest. Lucius KF8RC made the motion to accept the treasure report and Dick W8ZFO second, motion carried. Ed passed around the report for all to read. George KC8HFV gave his vice president report. He wanted to know what others thought of having a New Year Eves net to bring in the new year of 2000. It would be the end of the century and the start of the new millennium. Kim N8YWX had asked George what he thought and he likes the idea. George said we would have the net about an hour before midnight. When all the details have been worked out it will be put into the newsletter and probable mentioned on the net. October, Kelley KB8UAO was to run the net and he has radio trouble, we need someone else to run the rest of October net. Barry KC8OMG said he would do it. George said it had been brought to his attention that on the repeater there has been some bad language come across. We need to be more careful as to what we say on the repeater. We are in good standing with the public now and our repeater does come across on the scanner's. Kim N8YWX said that the Amateur Radio Spectrum Protection Act probably will not be acted upon this year but that there are 102 member of Congress signed on. If you have not written to your representative you still can, Kim can get you the information if you need it. At the Section Conference held in Columbus they had some good speakers. One of the speakers spoke about interference on our frequencies and their being used correctly. Kim would like us to think about putting together a local interference committee, that would be able to listen to the repeater and be good at fox hunts. People who would have knowledge to assist us if we were to have an interference problem, such as the pager we have heard on our repeater, or be able to help us correct a problem. Kim wanted to thank all the judges for helping, Dick W8ZFO is one of the original judges, we have been doing this about five years. George KC8HFV read the certificates that were given to the people who won first, second and third place in the chili cookoff. Linda KC8JZG won third place in the chili cookoff, she got a DARC cup. The second place was Tony N8XGM, who also received a cup. First place went to Don KC8JXC received a DARC cup also. Kim N8YWX introduced the two guests from the class, Kyle and Tony. Also George's daughter, Angela and Tom member of the club are taking the classes. Wish them all good luck on the classes. Kim welcomed them to the meeting and glad to see them there. Everyone introduced themselves. Barb N8HIA read the ARES report about the Simulated Emergency Test Drill held October 2, 1999. Ed KE8FK worked October 7, 1999, Emergency Management Drill held at Columbus, on the ARES frequency. Ed checked in Paul Howelett, director for the EMA in Adams county, staying on the air till the net closed at 10:30 a.m. Kim N8YWX said the classes are still going on, only the code class has stopped. Kim, thanked George KC8HFV and Barry KB8OGM for doing the code class. Jerry WB8IOW said there were four of the five people taking the classes here tonight at the meeting. The classes seem to be going real well. Three to three and half weeks and classes should be completed. Barry KB8OGM said that there had been interest in having a thirteen word a minute class. He said maybe in the spring. Jerry WB8IOW said that Gift Ridge packet is back on, it is K8GE-5 and GIFT. Ash Ridge, Don KC8JXC has volunteer to climb the tower. It will be a pretty good job to do. Probably take a day to put the antenna up. When we go to Wilmington Saturday we are to pick up a transceiver and TNC. Bill N8SND has a broad he has donated to the club to use. We have the power supply now and DP&L has donated all the hard line and fittings. The antennas came from the weather service. Once the packet is up we should get into the backbone system, going to Dayton, Cincinnati, Columbus, and Mount Gilliad. Jerry is working on the paper work for the two sites, which he will send to DP&L for approval, there are a few changes to be made. Kim N8YWX made mention that Ed KE8FK will need an updated list for the equipment at the sites, so he can send it into the insurance company. Next month is nomination month, it is done with secret ballots. Nominations will be for president, vice president, treasurer, secretary, make sure if the person you want to nominate can not be at the meeting that they give you permission to nominate them. You can nominate yourself if you would like. You do have to be a full member, a ham, and your dues paid to be able to vote. The ballots will be counted and new officers will be announced at the Christmas dinner. Jerry WB8IOW said the QSL site is our web page and has been for the last two years. He would like to donate $25.00 to the QSL net for their service. Jerry made the motion to pay $25.00 to the QSL, Lucius KF8RC second, motion carried. Kim N8YWX said the Christmas dinner will be held at the Community Building. The meat will come from Prather's, carry in will be by members. Kim said few people help set up, most are the same ones and this year we need to have volunteers to help this year. Jerry WB8IOW made the motion we have $50.00 to $60.00 for door prizes. Ron KC8LIC second and motion carried. There will not be an auction this year, if you have a craft you can give it as a door prize. We will have the gifts for kids this year again. Jerry WB8IOW said if you have any books you need order see Ed KE8FK. Also if you need to renew your ARRL get with Ed. Pat KC8LVE said the split the pot is $37.00. Here is Don's recipe. 2 cans of dark red kidney beans/drained 2 cans of hot chili beans/w gravy do not drain 1/2 large onion 2 cans of condensed tomato soup 1/2 cup brown sugar 1/2 tsp. salt 2 lbs. hamburger 1 tsp. garlic salt 2 tbs. of crushed red pepper 4 cups water catsup to taste Brown hamburger and drain all grease off. Add hamburger and all ingredients into crock pot and cook on low for 4 hrs, let cool then freeze over night. As members of the Ohio Section we fall under Field Services Division now renamed Field Services and Educational Division at Newington. During October, that division has undergone a couple of major personnel changes and it seems we will all have to be patient because some mistakes will take place until everyone gets settled down. I refer to Jo-Ann Arel, field services assistant, retiring and the loss next month of Rick Palm, K1CE, the head honcho, also leaving. Just this morning, I had to advise Newington that Mary Carpenter, N8OAM, is an Assistant Section Manager - a post she has held over a year when discussing a financial matter. These things are bound to happen when people use to doing things one way, leave and others learn new ways of doing things. Thought you'd like to know. Joe, K8QOE - - - - - - - - - - - - - - - - - - - - - - - - - Communications Waist Pack Ron Dieselberg, w8pck If you are like me, you hate those flimsy belt clips on the back of most hand helds. I can't tell you how many times that I have dropped the rig bending, stooping or getting in the car or van. Well, Folks, I have a solution for you. I saw a thing in the Radio Shack flyer that I just received. I had my doubts, but I thought that I would go check it out. Here is the poop. It is called a Communications Waist Pack (kinda like a fanny pack, I suppose, but better). I asked the clerk to unpack it and to let me see how my radio(s) fit in the pocket designed for cell phones or hand held radios. They both fit the pocket fine (one at a time of course) and a bunjie cord / Velcro adjustable loop really snugged them down fine. The advertisement on the box goes like this: "A comfortable, hands- free carry-all with five zippered compartments and an adjustable pouch for cellular phones, family radios, scanners, and personal audio. Light weight, durable, and weather-resistant for jogging, biking, sports events and theme parks." I find they would be very useful for Ham Radio. I can carry two extra battery packs, a dozen quarters (for the phone or pop machine), a change of undershorts and a peanut butter and jelly Sandwich. Might even be able to squeeze in a toothbrush and paste. The waist belt is about 1 1/2 inches wide and is adjustable. They are made of nylon and were produced in El Salvador for Radio Shack. I am not pushing Radio Shack products, but I think they have a really "Ham Friendly" item here, for us "handy talkers" at least. The store I went to did not even have them out on the floor yet. RS item number is 42-260 and the price is $14.99 plus tax. This does not constitute an advertisement for the product, only a hint of what works for me. Contact club treasurer, Ed Lock KE8FK - - - - - - - - - - - - - - - - - - - - - - - - - EXCERPTED FROM DeFOREST ARC BYLAWS Duties of the President The President is to open the meeting at the time at which the assembly is scheduled to meet, by taking the chair and calling the members to order; to announce the business before the assembly in the order in which it is to be acted upon; to recognize members entitled to the floor; to state and to put to vote all questions which are regularly moved, or arise in the course of the proceedings, and to announce the result of the vote; to protect the assembly from annoyance from evidently frivolous motions by refusing to recognize them; to authenticate, by his signature, when necessary, all the acts, orders, and proceedings of the assembly. In case of very serious disorder, or other emergency, the chair has the right to declare the assembly adjourned to some other time, and place if necessary. The President cannot close debate unless by order of the assembly, which requires a two-thirds vote; nor can he prevent legitimate motions by hurrying through the proceedings. If the President must leave the meeting and if the Vice-president is absent, the President may appoint a President pro-tem. The President MAY NOT, knowing that he will be unable attend a future meeting, appoint a President pro- tem. Additional Presidential duties include: take charge of membership recruiting programs, schedule amateur radio classes, assist the VE liaison to schedule test sessions for new and upgrading amateurs. The President will form a committee and be the chairman of the same committee, with as many or as few members as he feels necessary to maintain the Ohio incorporation status and the Internal Revenue Service non-profit organization status. This commit tee must include the Statutory Agent in all meetings and decisions pertaining to finances of the organization. In any case, the President may not avoid his duties through non-management, by not attending meetings and by ignoring the affairs of the organization. Under Ohio law, he may be subject to personal liability. Duties of the Vice-president In the case of the absence of the President the Vice-president must preside, performing all duties of the President. In case of prolonged illness, or resignation, or death of the President, the Vice-president becomes President for the unexpired term of the President. Since article III of the constitution prohibits any particular office being held for more than three continuous years, if the Vice-president held the position of President for the three previous years, and the office of the President becomes vacant, the Vice-president will inform all members, by mail, that there will be a special election, for the presidency, to be held within thirty days of the vacancy of the President. Additional Vice-presidential duties include: the chairman of the Financial Committee; schedule net control operators for the weekly nets and keep the Net Control paperwork (call-up procedure and net reports) for the current year; be in charge of operation and maintenance of the club repeater; be special events coordinator (Field Day, SET, etc.) Duties of the Secretary The Secretary is the recording officer of the assembly and the custodian of its records except such are specifically assigned to others, such as the Treasurer's books, the records held by the Statutory Agent, and the VE Liaisons tests and forms. It is the duty of the Secretary to keep a register or roll, of the members and to call the roll when required. It is his duty to send out proper notices of all meetings. In the absence of the President and the Vice- president, when the hour for opening the meeting arrives, it is his duty to call the meeting to order, and to preside until the election of a President pro-tem, which should take place immediately, before any further business is conducted. The Secretary should keep a record of the proceedings, stating what was said, and never making criticisms, favorable or otherwise, of anything said or done. This record is usually referred to as the minutes. Duties of the Treasurer The Treasurer acts as the club's banker, merely holding the funds deposited with him and paying them out in the order of the club signed by the President and the Secretary. He is required to make reports at the scheduled business meetings of the club . Additional Treasurer duties include: take orders for ARRL books from club members, collect money for the books and write a DeForest A.R.C. check and to order the books from the ARRL. When the books arrive, the Treasurer is to see that the members who ordered the books get them. The Treasurer is also to collect dues for ARRL memberships, both new and renewals, from club members, deducting the club allowance and promptly forwarding the information and a DeForest A.R.C. check to the ARRL for processing. - - - - - - - - - - - - - - - - - - - - - - - - - ARES REPORT October 2, 1999, the DeForest ARC had their ARES Simulated Emergency Test Drill. Barb N8HIA did the 2 meter net on 147.00, net started at 9:00 a.m. to 12:00 p.m. There were eleven checked into the net. Our drill was to test our emergency communications capabilities. We contacted surrounding county emergency coordinators and emergency management agencies. Karen KB8QMV, Kim N8YWX, and Barb N8HIA passed traffic on the 2 meter frequencies to the following counties: Brown, Clinton, Highland , and Mason County, Kentucky. Kim N8YWX and Jerry WB8IOW passed traffic on the ARES net 3.875 MHz, also on OSSBN 3.9725 MHz. George KC8HFV and Ed KE8FK passed traffic on the OSSBN 3.9725 MHz. Ed KE8FK passed my report for Saturday and Sunday on the OSSBN 3.9725 MHz to the Ohio Section Manager, Ohio Section Traffic Manager, and Ohio Section Emergency Coordinator. Ed KE8FK passed my report to Jerry WB8IOW, our District Emergency Coordinator on Jerry's mail box on packet. In all we passed 52 messages for the SET drill. I want to thank all who helped pass the traffic and all who checked into the net during the drill. It is the people who helped that made it a success. George KC8HFV sent a message for me to my son-in-law in Bonneauville, Pa, for the SET drill. Pat and my daughter work as volunteers for the life squad and fire department. It took two days for Pat and Deb to get the message. A ham in St. Thomas, Pa, was working their emergency net during the SET drill time and received the message. He contacted Deb and met her to give her the message. He sent a message back to Barb N8HIA for Deb, which also took two days. He asked Deb if she would be interested in passing traffic in her location, since they have no one in the area that can. She is taking classes in Hanover to get her ham license. Deb said she was interested in helping out with the traffic, so from that I guess she is going for her general license! Deb was excited about receiving the message from us and being able to send one back to us. It can be fun sending traffic and it is not hard to do. I hope next year more will participate in the drill. I know we are doing this for practice, but it is nice to know that the messages are received and return messages are sent. It makes me feel as it is all worth the effort we make for the drill. Hopefully we will not need to pass emergency messages, but if so I know we can do it. 73 Barb N8HIA Adams County EC - - - - - - - - - - - - - - - - - - - - - - - - - SKYWARN MEETING The other three areas (Cincinnati, Columbus and Dayton) were represented at this meeting but shown below is only West Union's information. Representing the West Union "South Central Ohio Severe Weather Net" was WB8IOW, N8SND, N8HIA, and KE8FK. editor SkyWARN Coordinators Meeting October 16 Jim WD8LRF West Union section reported that their first official call-out this year was October 13. (There have been several times during severe weather conditions when operators were listening to UHF traffic, reported in and were called on as threatening weather moved to their area). Wilmington's use of a long term DTMF zero to announce a forthcoming bulletin was reported to be useful and appreciated. West Union reported a five minute period during the October 15 incident when their operator could not reach Wilmington. The reason remains a mystery since there was an operator active at Wilmington on 444.575 during the entire period. There was a request for revising PL tones or possibly lengthening the squelch-tail on 444.575 machine. The matter was not settled. NOAA weather radio's signals are weak into parts of West Union's area. The use of radios that tune the broadcast band and pick up weather information from stations transmitting on those frequencies are being recommended. West Union section is preparing to set up a packet station in Brown Co. and tie it into the packet backbone.
