                            PRESIDENT'S MESSAGE
                                Kim - N8YWX

    As we put this issue of our club newsletter to press, the classes
    being taught by members of the DeForest Amateur Radio Club are about
    halfway to their completion.  The No-Code Technician class has 5
    participants eager to get on the air.  According to WB8IOW, Jerry
    Paquette who coordinates the class, everyone is doing well.  "I'm glad
    to see young people interested in amateur radio and to see some of the
    older hams like W8ZFO, Dick Sauer and KC8HFV, George Larter
    encouraging them" adds Jerry.

    KE8FK, Ed Lock is one of the teachers for the class and has brought
    his knowledge and experience for the benefit of the class.  Ed taught
    a session on tubes during one of the sessions and presented the class
    with the history of tubes and theory.

    The code class has 4 participants whose goals vary from learning the
    code to brushing up on code speed or just to refresh.  KB8OMG, Barry
    Storer is the coordinator of this class and has brought his vast
    experience in Morse code to the benefit of all that are privileged to
    listen to the music of his fist.  This is the 3rd code class Barry has
    taught and everyone taking his classes has come away with either an
    upgrade in license or a newly acquired ear for the code.  Assisting
    Barry is KC8HFV, George Larter whose insights into the code have been
    most helpful to all.

    I would like to take this opportunity to say many thanks to all of our
    instructors who give their time during class and the preparation for
    the classes that have benefited so many.  This is truly what Amateur
    Radio is all about.

    A strong organization is only as good as the participation of its'
    members.   I am proud to say the dedication and enthusiasm I have seen
    during my term as President from these instructors and all those who
    have actively participated during our many club functions shows
    promise for the club's future.

    In conclusion, I encourage any one who is interested in helping with
    future classes such as the ones I mentioned above or in any of the
    training classes we hold from time to time for different areas of
    interest, to contact any of the club officers.

                                MINUTES OF
                          September 1999 MEETING

    The meeting was called to order by our president, Kim N8YWX, on
    September 14, 1999, at 7:05 p.m.  The club gave the pledge of
    allegiance to the flag.

    Barb N8HIA was asked to read the minutes.  Ed KE8FK made the motion to
    accept the minutes as written in the newsletter.  Dick W8ZFO second
    and the motion carried.

    Ed KE8FK was asked to give the treasurer report.  Ed read the report
    with inflows of $54.00, the outflows as $235.44, with a balance of
    $2,304.75.  Ed passed a copy of the report around.  Ed said he had
    paid the insurance for the club.  Ed had ordered the field day pins.
    Jerry WB8IOW said he had the bill for the power supplies and lighting
    suppressers.  Barry KB8OMG made the motion to accept the treasure
    report as read, Norma KB8QNR second and the motion carried.

    George KC8HFV our vice president gave his report.  The repeater is
    working fine and the announcements will be put back on.  Our special
    event has sent out 52 certificates as of today.  George gave Ed KE8FK
    and Barb N8HIA an "atta-boy " certificate for doing the net for the
    month of July and August.

    Kim N8YWX said to check out the web site for the special event.  Also
    we need someone to run the net for the month of December.  Kim is
    doing the net for Maysville on Sunday at 8:30 p.m., try to check in.

    Kim N8YWX, Jerry WB8IOW, Ed KE8FK and Barb N8HIA went to Columbus to
    the ARES meeting.  The Simulated Emergency Test Drill will be trying
    to pass traffic on 40, 80, and 160 meters.  Please check into the
    local nets, nets passing traffic.  There will be an additional drill
    for the Emergency Management Agency on October 7.

    Classes coming up September 16 for the no-code tech class.  Please
    call Jerry WB8IOW, Kim N8YWX, George KC8HFV, Barry KB8OMG if you would
    like to take the classes.  Barry and George will be doing the code
    practice.  The classes will be at the vocational school, time will be
    7:00 p.m. to 9:00 p.m.

    The October meeting will be the chili cook off. Everyone is welcome to
    bring their chili.  We will have three judges for the chili.  The
    judges this year will be Dick W8ZFO, George KC8HFV, and Ron KC8LIC.
    Barb N8HIA will bring the dessert.

    Reminder that the November meeting will be nomination of officers for
    the year 2000.

    Christmas dinner will be our meeting night.  Kim asked if the dinner
    be held at the community building or if there was another site in
    mind.  Jerry WB8IOW made the motion we hold the dinner at the
    community building and Barry KB8OMG second and motion carried.
    The club will furnish the meat for the meal.  Kim said we will invite
    the Ohio Section people to come to the dinner, if they are able, to
    help us celebrate the 25th anniversary of the club.

    Kim has Grant Hamfest tickets to sell.  They are $2.00, if we can sell
    the tickets now the club gets to keep $1.00 of the money for each
    ticket sold.  Kim passed around a sheet for people to put down how
    many tickets they want.  Please pay Ed KE8FK f or the tickets.  Jerry
    WB8IOW said they would mail tickets out.  The Hamfest is November the
    20th.

    Jerry WB8IOW report on the packet, the power supplies are in for Gift
    Ridge and Ash Ridge.  We have been told we can go ahead and work on
    the sites.  DP and L has said that they do not need hams for the Y2K.

    Kim N8YWX passed around ULS forms for ones who needed them.

    Jerry WB8IOW talked about the EMA radios that they are offering.
    Radios are about $48.00 if ordered from the EMA.  AM/FM radio on 24
    hours needed, they will send out an alert for your area.

    Kim N8YWX said we would talk about the SET drill. Barb N8HIA discussed
    what was said at the ARES meeting.  They would like to see Y2K used
    for the Simulated Emergency Test Drill.  To pass as much traffic as we
    can to on 2 meters, 40, 80, 160 meters.  It will be held October 2
    between 9:00 a.m. to 12:00 p.m.  We will have a net on 147.00 so
    please check in if you can.  Also they will try passing traffic at
    evening hours.  Kim explained how to handle passing traffic.  George
    KC8HFV sent a message for all to copy.  Kim also went over the
    message.

    We had the split the pot and Don KC8JXC's son drew for us.  N8HIA won
    the pot $8.50, N8DAC won a bag of tomatoes given by Eldon KB8AMX,
    and Kelly KB8UAO received a net directory book.

    We had 18 people to attend the meeting.

    Jerry WB8IOW made the motion to adjourn, Dick W8ZFO second, meeting
    closed at 8:55 p.m.

                                ARES REPORT

    On August 28, 1999, Kim N8YWX, Jerry WB8IOW, Ed KE8FK, and Barb N8HIA
    went to the Ohio Section ARES meeting, held in Columbus, Oh.
    The meeting covered the upcoming Simulated Emergency Test to be held
    October 2-3, regarding Y2K preparations.

    Larry Solak WD8MPV would like to see how much traffic can be passed
    through the night, using packet 144.93 for Columbus, 80 meters 3.875,
    40 meters 7.240, and 160 meters 1.875.

    DeForest ARC will do the drill October 2, 1999, 9:00 a.m. to 12:00
    p.m.  We will bring a net up on 147.00 for the SET drill, stating that
    this is a drill only.  We would like to have as many check-ins as we
    can.  There will be traffic passed on 2 meters to the surrounding
    county EC's or EMA's.  We will pass traffic on the ARES net and also
    OSSB net.

                 LOCAL HAMS ATTEND OHIO SECTION CONFERENCE

    On September 18, 1999, Kim N8YWX, Jerry WB8IOW, Ed KE8FK, and Barb
    N8HIA went to the Ohio Section Conference held at the Ohio EMA
    facility in Columbus, Oh.  There were many speakers, all had
    interesting topics.  One I would like to hear more about was Jack
    Wagoner WB8FSV Section Traffic Manager talked about his trip to China,
    and contacts made with radio.  It was very interesting.  The Faraday
    Pail Demonstration put on by Mike Brown W8DJY, a teacher of physics at
    the Miami University.  It held everyone's attention, he made it
    understandable for all of us.  I think that would be one we all would
    like to see again.  We had a tour of the EMA, which was interesting to
    see and how they work.  It was a pleasant day and enjoyed it
    immensely.

                              CHILI COOK-OFF

    If it's October, it must be time for chili!!  With the cooler weather
    setting in, all sights are set on the DeForest ARC annual Chili
    Cookoff.  This year's judges  will be W8ZFO, Dick Sauer, KC8LIC, Ron
    Buhr and KC8HFV, George Larter.  Please be sure to have your chili at
    the Senior's Center by 6:15 for the judges to begin judging.  Regular
    club meeting will follow the Chili-fest!!

    Every year, our members bring in their favorite chili recipes to be
    judged by our 3 judge panel and to be enjoyed by all who attend the
    meeting.

                       1999 Ohio Section Conference
                                   N8YWX

    Members of the DeForest ARC attended the September 18th Ohio Section
    Conference held at the State EMA building in Columbus. Joe Phillips,
    K8QOE, OHIO Section Manager, conducted the meeting.   Barb Lock,
    N8HIA, Adams County EC, Ed Lock, KE8FK, OES (Official Emergency
    Station), Jerry Paquette, WB8IOW, DEC & OES and Kim Paquette, N8YWX,
    Assistant EC spent the day with Hams from around the state.  There
    were several speakers who spoke regarding issues of interest to Ohio
    Hams.

    Some of the highlights of the day included a tour of the State EMA.
    We were able to see the "war room" where all agencies and
    communicators come together during emergencies for the purpose of
    effectively serving the state of Ohio.  Amateur Radio has a packet
    station, HF capabilities and 2 meter stations set up in the EMA
    building and plan to operate during the Simulated Emergency Test on
    October 2nd and 3rd.

    State Government Liaison, Jeff Ferrell, K8ZDA addressed the group
    about State Government and issues involving Amateurs in Ohio.  He also
    discussed his goals to encourage Amateur Operators to become local
    government liaisons.  He also discussed FCC's rule contained in PRB-1,
    requiring local governments to "reasonably accommodate" antenna
    structures for amateur radio communications.  Two states have adopted
    PRB-1 as state law: Texas and Oregon.

    Official Observer Coordinator Carl Morgan, K8CM discussed Official
    Observer's and the FCC.  Additionally, Carl discussed the fact that
    all interference issues are not only on HF, but may be on VHF and UHF
    as well.  He encouraged the formation of LIC (Local Interference
    Committees) for each county to deal with specific local problems on
    area repeaters.  He also added that of those who are listed as
    Official Observers actually report and encouraged anyone who is
    involved as an Official Observer take a more active role in their
    respective areas.

    We were also treated to a  Faraday Pail demonstration by Mike Brown, a
    discussion of AMSAT by Gerd Schrick and a look into the Amateur Radio
    community in Summit County, Ohio.

    There was much more, but in the interest of brevity, I won't go into
    all of it. Assistant Section Manager for Southeast Ohio, Connie
    Hamilton, WD8MIO made a presentation on the Buckeye Belles which is an
    organization in Ohio for all you YL's.   If anyone is interested in
    becoming a member, let me know and I will put you in contact with
    them.

    Section Traffic Manager, Jack Wagoner, WB8FSV, discussed the upcoming
    SET drill and encouraged all EC's and Amateur Operators to participate
    in this year's exercise.  He also discussed his trip to China and gave
    us some insights into amateur radio in China.  There are currently
    7,000 hams in China.  6,000 of those are non-transmitting novices.
    Interesting.

    Section Emergency Coordinator, Larry Solak, WD8MPV discussed the
    importance of reporting by the Emergency Coordinators.  In August of
    1999, only 2 districts reported a total of 5,643 man-hours (I can't
    help but add that Adams County and District 4 were among those
    reporting).  He also discussed the upcoming SET drill scheduled for
    October 2nd & 3rd.

    It was a very interesting conference and is held every year.  All
    Amateurs are welcome to attend.
