SILENT KEY
It is always with regret that we pass information about Silent Keys
in our club. On September 26 Edgar Rohrback, KB8VBG passed away
following a heart attack. Edgar, and his wife Karen, KB8YFA were
both members of the club. Edgar joined the club August 2, 1994 and
was in one of our classes.
Just a couple hours before Edgar died, Karen buried her father, who
died of cancer.
Our thoughts and prayers are with the entire Rorhback family.

PRESIDENT'S MESSAGE
1999 will soon be upon us and the DeForest ARC will celebrate 25
years of Ham Radio!
Following the tornados of 1974, a small group of Amateur Radio
operators joined together to form the Adams and Brown County AREC
(Amateur Radio Emergency Corps). At that time, AREC, NTS and RACES
were a part of what was known as the ARPSC (Amateur Radio Public
Service Corps). Emergency Coordinator for Adams and Brown County,
WA8CFX, Bob Stratton (now a silent key); Assistant EC for Brown
County, K8YGV, Harold King and Assistant EC for Adams County,
WB8IOW, Jerry Paquette were the original group whose efforts
brought about an organization for the purposes of providing
emergency communications during times of disaster and to further
the enjoyment of the radio hobby for all.
That was just a little bit of history to wet your appetite! As part
of a year-long celebration in 1999, we plan to include small
excerpts from some of the archives to provide some history on your
club's past.
Now it's time to look towards the future. At the next club meeting,
nominations will be held for the election of 1999 club officers.
The term of office runs from January 1st through December 31st.
Nominations will be taken for the offices of President, Vice
President, Secretary and Treasurer in accordance with the club by-
laws.
**If you plan to run for an office, but will be unable to attend
the November 10th meeting, please send a letter to the DeForest ARC
club mailbox indicating that you will be willing to accept the
nomination for the office you wish to hold. The address is P.O.

As we enter into this month of Thanksgiving, I would like to
express my sincere thanks to each and every one of you whose
participation in the club and the support of the membership
activities have made for a successful year.
I encourage you to remain active on the air, continue in your
pursuit of the knowledge to become more effective communicators,
keep your ears open for opportunities where we can better serve the
community, bring to the meetings news and information to share with
your fellow hams and remember, your friends are just a PTT away!

DARC CLUB MINUTES
The October meeting of the D.A.R.C. was called to order by
President Kim Paquette. Members present recited the Pledge of
Allegiance. Kim reported that the picnic was a great success and
thanked the Grant Club. Jack Bradford KA8URK was the winner of the
radio.
The minutes of the last meeting were read and approved. We received
a thank you card from Martha King. The Chili Cook-off winners were
announced: 3rd Marlene and Holly Potts, 2nd Jerry Paquette and 1st
Patsy Harmon. The club thanks the judges; we know it was hard to
choose. Treasurer's report was read and approved.
ARES report - Barb reported that 14 checked in and a lot of traffic
was passed. The drill went well. Old Business: Jamboree on the Air,
the Girl Scouts will be coming just for the day. No campout.
Classes begin this week. Anyone wishing to help pleas e come by.
Article III is tabled for now, the committee is asking for more
comments. Jerry and Lucius talked to Debbie and she has no plans to
run for the office of Secretary next year.
Christmas dinner will have an auction this year. Richard asked if
there were any outstanding equipment still out to report to him or
Mike. Larry was asked about the 2 cabinets donated to the club. He
hasn't gotten them yet. Ed reported that the P.A. system he has is
donated to the club. There is a problem with the insurance; the
list needs to be updated. Jim brought in pictures of the parade
float.
Nominations of Officers is in November. Make sure you are at the
meeting or send a letter stating you want to hold an office. Kim
let us know the National Weather Service Skyscoop has 64 weather
spotters, 23 new this year. The club received a letter from the new
section manager thanking us on helping him get organized.
Silent Key Edgar Rohrback, KB8VBG passed away this month. Meeting
adjourned.

CHRISTMAS DINNER
Mark your calendar for December 8th at 6:30 pm for the DeForest ARC
annual Christmas dinner.
This year, we plan to have a children's gift exchange (not to
exceed $5.00). Please make sure to mark your gift for boy or girl.
All children are welcome to participate! Dinner will be held at
6:30 pm with the Club providing the meat and drinks, tableware,
etc. Members are asked to bring a covered dish side dish,
casserole, bread or dessert as is your pleasure. Just a hint, be
prepared to share your recipe! This is a very busy time of year
with work and all the other time constraints that holidays seem to
have, so even if you can't bring something, be sure to come, we
always have plenty and we hope to see you all.
Following the dinner and meeting, there will be a short auction to
raise money for the treasury with items we have recently had
donated to the club.

building in Georgetown, Ohio. This year should be bigger and better
than ever and we are really looking forward to a great day "hamming

DeForest Club Treasury if purchased prior to November 15th, so
those of you who are planning to go, don't forget to see Ed at the

ALL COUNTIES AWARD
On August 12, 1998 Rodney (WD8CTX) talked via HAM radio to the last
of the 3076 counties in the United States. As it happened, WD8CTX
talked with WB8UJM, Alvin Norris. WD8CTX was awarded certificate
number 956 by the CQ radio magazine. Rodney worked all counties on
20 meters from his home communicating with all mobiles. The net is
the Mobile & Emergency & Independent County Hunters Net.

IN BRIEF:
* Vanity update: The FCC appears to be making a little headway in
processing vanity applications. The FCC office in Gettysburg
reports it has processed vanity applications received through
September 30. On the most recent processing run, it granted 201 new
call signs. Another 189 applications landed in the work-in-process
(WIPs) stack. With the new $13 fee in place as of September 14, the
FCC received a whopping 1499 vanity applications during the month
of September--nearly 80% of them filed electronically.
* FCC sets exam fee reimbursement maximum: The FCC has announced
that the 1999 maximum Amateur Radio volunteer examination
reimbursement fee will be $6.49, based on a 1.5% Consumer Price
Index increase between September 1997 and September 1998. The 1999
ARRL/VEC test fee will be $6.45. The 1998 ARRL/VEC test fee is
$6.35. Note: Elements 1(A) and 2 are always free of charge at
ARRL/VEC examination sessions.
* New FCC Secretary mailing address: The FCC is slowly moving to
The Portals. Effective November 2, 1998, the FCC's Office of the
Secretary will relocate to The Portals, 445 Twelfth St SW,
Washington, DC 20554. The Commission expects to complete its
relocation to The Portals within the next six months. For

FCC CRACKS
ENFORCEMENT WHIP
ON JERSEY HAM
The FCC has begun to crack its amateur enforcement whip. A New
Jersey ham has been ordered off 40 meters until further FCC notice
after allegedly causing interference to the ANARC Net on 7.240 MHz
October 18. The FCC also issued an Official Notice of Violation
October 21 against James C. Thompson, KA2YBP, of Waretown, New
Jersey.
Thompson, 58, was accused by FCC inspectors out of the Langhorne,
Pennsylvania, FCC office with illegally retransmitting programs
from a Standard Broadcast (AM) station on 40 meters and willfully
interfering with the amateur net. The FCC also charged Thompson
with failing to properly identify.
It's the Commission's first amateur enforcement action since the
FCC announced it would consolidate amateur enforcement within the
Compliance and Information Bureau under the coordination of Riley
Hollingsworth, K4ZDH, the CIB's legal advisor for enforcement.
Hollingsworth said the FCC acted in the Thompson case on complaints
from amateurs, but FCC inspectors did all the legwork. FCC
inspectors at Thompson's home found an AM receiver "positioned
adjacent to the Amateur station's microphone and tuned to 1450
kHz," the FCC said. Hollingsworth said FCC personnel used a
combination of long-range and local monitoring and tracking to zero
in on Thompson's QTH as the source of the interfering signal.
Hollingsworth said he anticipates additional amateur enforcement
cases to develop as a result of calls to the Amateur Enforcement
Line, 202-418-1184.

ELECTION 1999
Election of Officers
Candidates for office and all who expect to vote for those
candidates must be full members in good standing; their dues must
be paid by the last day of February of the current year; and they
must hold a valid amateur radio license.
An individual may be a candidate for only one office each election,
President, Vice President, Secretary, or Treasurer.
Nomination of Club Officers
Nominations for all officers will be by secret. All members who are
at the November meeting, and who are eligible to vote for officers
for the following year, will be given a piece of paper on which to
write the names of eligible candidates of their choice. The
nominations will be tabulated at the November meeting.
Voting Procedure
For Club Officers
A proxy vote and a letter will be delivered to all eligible members
within one week following the November meeting. The member may
return it to the club President by mail or take it to the December
meeting. Either way, a secret ballot will be maintained at all
times. Mailed ballots will be opened at the December meeting and
dropped in the ballot box with total disregard to the cast ballot.
If a ballot was mailed to the President, the member may attend the
December meeting and claim the unopened ballot and make any
necessary corrections.
Note: Candidates presented on the ballot are those who accepted
nomination. A write-in vote may be given for any eligible
candidate.
Duties of the President
The President is to open the meeting at the time at which the
assembly is scheduled to meet, by taking the chair and calling the
members to order; to announce the business before the assembly in
the order in which it is to be acted upon; to recognize members
entitled to the floor; to state and to put to vote all questions
which are regularly moved, or arise in the course of the
proceedings, and to announce the result of the vote; to protect the
assembly from annoyance from evidently frivolous motions by
refusing to recognize them; to authenticate, by his signature, when
necessary, all the acts, orders, and proceedings of the assembly.
In case of very serious disorder, or other emergency, the chair has
the right to declare the assembly adjourned to some other time, and
place if necessary.
The President cannot close debate unless by order of the assembly,
which requires a two thirds vote; nor can he prevent legitimate
motions by hurrying through the proceedings. If the President must
leave the meeting and if the Vice-president is absent, the
President may appoint a President pro-tem. The President MAY NOT,
knowing that he will be unable attend a future meeting, appoint a
President pro-tem.
Additional Presidential duties include: take charge of membership
recruiting programs, schedule amateur radio classes, assist the VE
liaison to schedule test sessions for new and upgrading amateurs.
The President will form a committee and be the chairman of the same
committee, with as many or as few members as he feels necessary to
maintain the Ohio incorporation status and the Internal Revenue
Service non-profit organization status. This committee must include
the Statutory Agent in all meetings and decisions pertaining to
finances of the organization. In any case, the President may not
avoid his duties through non-management, by not attending meetings
and by ignoring the affairs of the organization. Under Ohio law,
he may be subject to personal liability.
Duties of the Vice-president
In the case of the absence of the President the Vice-president must
preside, performing all duties of the President. In case of
prolonged illness, or resignation, or death of the President, the
Vice-president becomes President for the unexpired term of the
President. Since article III of the constitution prohibits any
particular office being held for more than three continuous years,
if the Vice-president held the position of President for the three
previous years, and the office of the President becomes vacant, the
Vice-president will inform all members, by mail, that there will be
a special election, for the presidency, to be held within thirty
days of the vacancy of the President.
Additional Vice-presidential duties include: the chairman of the
Financial Committee; schedule net control operators for the weekly
nets and keep the Net Control paperwork (call-up procedure and net
reports) for the current year; be in charge of operation and
maintenance of the club repeater; be special events coordinator
(Field Day, SET, etc.)
Duties of the Secretary
The Secretary is the recording officer of the assembly and the
custodian of its records except such are specifically assigned to
others, such as the Treasurer's books, the records held by the
Statutory Agent, and the VE Liaisons tests and forms. It is the
duty of the Secretary to keep a register or roll, of the members
and to call the roll when required. It is his duty to send out
proper notices of all meetings. In the absence of the President and
the Vice-president, when the hour for opening the meeting arrives,
it is his duty to call the meeting to order, and to preside until
the election of a President pro-tem, which should take place
immediately, before any further business is conducted. The
Secretary should keep a record of the proceedings, stating what was
said, and never making criticisms, favorable or otherwise, of
anything said or done. This record is usually referred to as the
minutes.
Duties of the President Pro-tem
When a President pro-tem is appointed either by the vacating
President or by election conducted by the Secretary, when the
meeting adjourns his appointment ends. The appointment can also be
terminated by electing another chairman or by the entrance of the
President or Vice-president. The President pro-tem can perform all
the duties of the President.
Duties of the Treasurer
The Treasurer acts as the club's banker, merely holding the funds
deposited with him and paying them out in the order of the club
signed by the President and the Secretary. He is required to make
reports at the scheduled business meetings of the club.
Additional Treasurer duties include: take orders for ARRL books
from club members, collect money for the books and write a DeForest
A.R.C. check and to order the books from the ARRL. When the books
arrive, the Treasurer is to see that the members who ordered the
books get them.
The Treasurer is also to collect dues for ARRL memberships, both
new and renewals, from club members, deducting the club allowance
and promptly forwarding the information and a DeForest A.R.C. check
to the ARRL for processing.
A Full Member will have all voting privileges allowed by the
constitution and bylaws. Full membership annual dues are $15.00 per
year for the first member of family, $5.00 per year for second and
more members of same family, living in the same house.
An Associate member has no voting privileges. His membership is to
be regarded as a supporting member only. Associate membership dues
are $5.00 per year.
