The Station Room will be locked
at all times when not in use. Numbered keys or the lock combination
will be issued to members after they have been checked out on
station equipment by the Technical Committee. The Station Trustee
or Technical Committee may deny the use of the station to any
member when it is felt that the denial is in the best interests
of the Club. The correct operating procedures for all equipment
will be prepared by the Technical Committee and posted in the
Club Room and Station. Correct and courteous operation and careful
logging procedures are in the best interests of the Club and must
be followed. Operators must have their personal licenses in their
possession when operating the Club Station.
Test equipment and tools shall be
kept in a locked cabinet, and only members of the Technical Committee
shall have keys. None of the Club equipment or tools shall be
removed from the Station except by permission of a member of the
Technical Committee. The Technical Committee Chairman shall be
responsible for maintaining and controlling reasonable log-in/log-out
procedures for any removal of equipment.
No repairs to or modifications of
Station equipment , such as receivers and transmitters, shall
be attempted except by the Technical Committee, Trustee, or any
other members authorized by the Technical Committee. Members
may operate those parts of the Club Station equipment for which
they are licensed and on the bands and in the manner specified
by their operator licenses.
Regular meetings of the Club shall
be held on the fourth Tuesday in each month. Other meetings shall
be held on call of the President.
The following chairmen of committees
shall be appointed by the President. These committees are for
the purpose of maintaining activity and proficiency in the various
specialized activities within amateur radio. Committee chairmen
appointed by the President are as follows:
The Program and Entertainment Chairman
shall be responsible for planning all club programs and entertainment.
He may call upon as many members as he deems necessary to assist
him in his duties.
The Public Relations Chairman shall
be responsible for planning all public relations which shall include
bulletins, Club news, press news, and material for release to
any publications.
The Emergency Communications Chairman
is responsible for coordination of all activities between the
Club and all Public Service events and emergency communicaitons
groups.
The Repeater Chairman shall be a
member with Technician or higher class license responsible for
coordinating maintenance, operation, and improvements to Club
repeater stations.
The Training Chairman is responsible
for establishing and conducting regular sessions of theory and
code classes for members and interested parties. The Training
Committee shall be responsible for arranging for use of space
and equipment necessary for classes.
The Radio Frequency Intereference
Chairman is responsible for meeting any RFI problems which may
arise.
The Technical Commitee shall consist
of the Chairman, the Station Trustee, and three other members
appointed by the Vice-President.
Other committes may be appointed
by the President for any special purpose within the reasonable
scope of the Club activity.
The Secretary-Treasurer is hereby
authorized and directed to purchase for the use of the Club, a
large book to be known as the General Ledger, and in this book
shall record all monies received by the Club, the date received,
and the source of the revenue; and all monies expended by the
Club and the date approved.
The General Ledger shall be balanced
monthly immediately prior to the regular meeting of the Club,
and the Secretary-Treasurer shall report theron to the Club as
requested by any member.
All financial records and purchasing
procedures shall conform to the applicable requirements and procedures
of the Texins Association.
All monies received by the Club
shall be turned over to the Secretary-Treasurer.
Monies of the Club shall be expended
only for such general purposes and such specific items as may
be authorized by the membership in the following way:
Expenditures necessary to maintain
station operation may be made when approved in advance by the
Technical Committee and the Secretary-Treasurer, and when such
expenditures are less than $100.00. All other expenditures will
require the approval of the majority vote of two-thirds of the
membership at a meeting, a quorum being present. In the event
that a quorum is not present when the expenditure votes are taken,
the Secretary-Treasurer may poll the members outside the meeting
to establish the desires of the Club.
Budgetary expenditures of any amount
may be approved for any reasonable purpose subject to the procedures
for expenditures greater than $100.00
Texins Master Members pay no dues
to the Club. (Texins Master Members' dues are included in their
Master Membership fee but they must make annual application to
TARC to remain on the membership rolls.) Individual member dues
are ten ($10.00) per year, prorated quarterly. Yearly dues shall
be payable to the Secretary-Treasurer by February 1.
Each membership shall be good for
only one vote in all deliberations of the Club.
Failure or refusal of any member
to pay the dues herein levied shall forfeit his membership in
the Club.
