It shall be our purpose to so conduct club programs, and activities, as to advance, and spark the general interest in amateur radio equipment, and operating modes of yester year.
It shall also be our purpose to further exchange information, and cooperation, between members, and to promote radio knowledge, fraternalism, and individual operating efficiency.
Last, but not least, to maintain amateur radio repeater systems that will be of benefit to the general amateur radio community, and as well, that can be used for emergency, and weather warning, radio communications, in and for the community.

B. Membership shall be by application, and election.
C. All applicants should have some interest in FM, and AM, simplex and repeater modes of operation.
D. An interest in operating, as well as restoration of, older AM radio equipment would be good, but not necessary.
E. All applications for new membership will only be accepted by a 1ØØ% “favorable” vote of the members present, at any meeting, (with a minimum of 6 members in attendance required, unless there are less than 6 members on the membership roster).
F. All applicants and members are required to maintain a valid amateur radio operator license of any class.
G. Any club member may resign from membership.
1B. A Charter member has all club privileges.
1C. A Charter member is required to pay dues.
1D. A Charter member may only be dismissed from the club for not paying dues, or causing serious harm to the club or its members.
1E. A Charter member could resign from membership.
2B. A regular club member has all club privileges.
2C. A regular club member is required to pay dues.
2D. If the club so deems by election, he could be dismissed.

2B. Step 2 - All club members are notified by e-mail, of the intent, and reason, to dismiss a member.
2C. Step 3 - The Vice-President, or committee will give a report to the membership, at the next meeting, or by e-mail.
2D. Step 4 - A club member may only be removed from the club by a vote of 8Ø Percent majority vote of the total membership in attendance, or by proxy vote, at a special meeting called for this specific purpose by the AMARC Board, with all club members having been duly notified of such vote in advance. Such meetings shall not be conducted on the air.
B. At all meetings, a minimum of 6Ø Percent of the membership in attendance shall constitute a quorum for the transaction of club business.
C. At all meetings, a minimum of six club members shall constitute a quorum for the transaction of membership applications.
D. All club meetings will be governed by the President's discretion.
1B. A formal regular meeting is to be held at least once a year for the purpose of electing officers for the up coming term, and informing the membership of general business, treasury, club radio systems, and club web site reports.
1C. Other business may also be conducted.
1D. A regular meeting could be held at a club picnic.
2B. At the present time, these meetings are held on one of the clubs repeater systems as the by-laws
shall provide.
2C. The Net Control Officer will conduct the meeting, but the President, if present, will preside over the meeting.
2D. This meeting will be to conduct minor business, and to vote on new membership.
2E. After all business is completed, an informal swap net may be conducted, as well as a round table chat.
2F. Any, and all, membership problems, will not be discussed "On the air". If you have a problem, contact the club Vice-President for advice, or wait until the next regular meeting.
3B. A special meeting may be called by the President, or if he so deems necessary, upon the request of any club member.
B. Members should be notified as to what food and drinks will be available, what activities will be taking place, and any items they may need to bring along.
C. A regular meeting may be combined with a club picnic.
B. Non-payment of such dues or assessments shall be cause for expulsion from the club, within the discretion of the members, and in accordance with Article III, Section 2 (2D).
B. All club adopted rules and regulations will be entered into the By-Laws.
B. Proposals for amendments shall be voted on at the next following meeting, provided all members have been notified of the intent to amend the Constitution.
C. Those club members, or club officers not able to attend the meeting, must mail, or email their proxy vote to one of the attending club officers.

The officers of this club shall be elected to office for a term of two (2) years, by ballot of the members present, provided there is a quorum, with the exception of the Station Trustee(s) and Internet Webmaster office, which may be held indefinitely, depending on the clubs needs. There may be additional Net Control Officers, Station Trustees, and Internet Webmaster(s) elected during a given term, depending on the club needs.
C. First term officers will be elected for a term to include the remainder of the year 2ØØ4, and the following year 2ØØ5, to set the term period from January 1 to December 31 of each following year.
D. Vacancies occurring between elections must be filled by election at the next regular meeting following the officers withdrawal, or resignation.
E. A club member may hold up to two offices for a given term. He may be re-elected to any office for a second term.
F. Officers may be removed by a 8Ø Percent majority vote of the total membership in attendance, or by proxy vote, at a special meeting called for this specific purpose by the AMARC Board, with all club members having been duly notified of such vote in advance. Such meetings shall not be conducted on the air.
PRESIDENT, VICE-PRESIDENT, SECRETARY, TREASURER, NET CONTROL(S), STATION TRUSTEE(S) and INTERNET WEBMASTER(S).
1B. The President shall assure observance of this constitution, and its by-laws. He shall decide all questions of order; sign all official documents adopted by the club, and perform all other duties pertaining to the office of the President.
1C. At the time of his election to office, The President shall designate a quarterly meeting time and place.
1D. The President shall work with the other officers in assuring that at least one club picnic time and place is scheduled for that year.
1E. The President shall be responsible to form committees, when needed.
1F. The President shall at the expiration of his term, turn over all items, belonging to the club, to his successor.
2B. The Vice-President shall be responsible for observing that all club officers and committees are completing their assigned jobs.
2C. The Vice-President shall assist the President as much as possible.
2D. The Vice-President shall receive any and all complaints from members, and take action on same.
2E. The Vice-President shall at the expiration of his term, turn over all items, belonging to the club, to his successor.
3B. The Secretary shall carry on all correspondence, and read communications at all meetings.
3C. The Secretary shall maintain the club roster, and membership applications.
3D. The Secretary is to keep the original club Constitution, and By-Laws, for safe keeping.
3E. The Secretary is to have a copy of the latest, amended Constitution with him at every meeting.
3F. The Secretary is responsible to maintain and preserve the club computer and its information.
3G. The Secretary shall at the expiration of his term, turn over all items, belonging to the club, to his successor.
4B. The Treasurer shall receive, and administer receipts, for all monies paid to the club.
4C. The Treasurer shall be responsible to keep an accurate and separate account of all monies received, and expended.
4D. The Treasurer shall pay no bills without proper authorization from a business committee, consisting of the club Officers, except for pre-approved or time sensitive bills.
4E. Upon request of the club officers, The Treasurer shall submit an itemized statement of all disbursements, and receipts.
4F. The Treasurer shall issue and receive membership applications, deposits, and record initial application fees.
4G. The Treasurer shall forward all completed, and paid, applications to the Secretary for voting, and safe keeping.
4H. The Treasurer shall submit dues, and assessment statements to the membership as required in the by-laws.
4I. The Treasurer shall notify the Secretary of club members failing to maintain their dues.
4J. The Treasurer shall at the expiration of his term, turn over all items and monies, belonging to the club, to his successor.
5B. At the time of his election to office, the club station trustee shall affirm that the club repeaters, and equipment, are in satisfactory operating condition, and comply with current FCC rules and regulations.
5C. The club station trustee shall affirm that all repeater systems are co-ordinated with the Missouri Repeater Council, Inc., and submit all changes at least once a year.
5D. The club station trustee shall be responsible for all communication protocol used on these systems.
5E. Without approval from the membership, the club station trustee may, at his discretion, make changes to the following club CONSTUTION BY-LAWS:
Technical entries appearing in the By-Laws, such as club repeaters and frequencies, CTCSS tones, Simplex frequencies, radios, and antenna systems may be altered and updated at any time what so ever, by the station trustee, with no vote or further action required from the club or its members, in order to maintain an accurate and current representation of the status of club equipment.
5F. Notice of these changes should be submitted to the Club Membership, and posted in this Constitution and By-Laws on the club web site.
5G. Any club member not in agreement with the Station Trustee technicial changes, may discuss them with the Club Vice-President, and/or Station Trustee for possible corrections.
6B. All check in members should be informed of any new club business, and or radio system updates, and that any member complaints will not be discussed on the air, but to submit them in writing, to the vice-president.
6C. All members should be asked for any commits, and/or suggestions for modifications, or improvements.
6D. The net control officer is responsible for conducting an on the air vote, for any un-processed membership applications. The vote requires a yes from all club members present, and at least six members to be present.
6E. A general call should be made for new check-in stations. All new stations should be informed of the club's activities, intentions, and radio frequencies used. They should be asked if they would like to join our club.
6F. The net control officer shall send to the secretary, if not present at the meeting, a list of check-in club members, a list of non-member check-in stations with interest in membership, and the voting results of all new applications.
7B. At the time of his election to office, The club internet webmaster shall affirm that the club web site is in satisfactory condition.
7C. The club internet webmaster will be responsible for updating all club adopted Constitutional amendments, changes, and additions to be noted on both the internet Constitution and By-laws, and the downloadable Constitution and By-laws pages.
7D. The club internet webmaster will be responsible for maintaining both the internet web pages, the download pages, the posting of the internet Club Membership Lists, and the downloadable membership lists in a timely fashion.
7E. The club internet webmaster will be responsible for maintaining both the club membership’s personal information pages, and swap shop web pages.
7F. The club internet webmaster shall be responsible to maintain the AMARC club web ring and its applications.
7G. The club internet webmaster shall be responsible to maintain all the repeater and frequency information, listed in the By-Laws as directed by the club station trustee.

B. For new applicants, a $1Ø.ØØ assessment of dues will be assessed with the application if processed between January 1 and June 3Ø, or a $5.ØØ assessment of dues with the application if processed between July 1 and November 3Ø, or a $1Ø.ØØ assessment of dues with the application if processed between December 1, and December 31, for the following calendar year. If the applicant is not approved, this assessed fee will be returned.
C. There is a special $5.ØØ a year dues for any club member's family member, living at home, that are using the club repeaters.
D. If more dues are received than required, from any given member, the difference will apply to their next year’s dues, or refunded, at the members request.
B. Any complaints of great importance should be submitted in writing.
C. We encourage all members to complain of anything club related, and not to their liking, so improvements can be made.
B. If you have any good ideas, please present them at any meeting.
B. It shall formulate adequate plans for disposition of any cases of interference to other radio services, where reported as caused by any amateur station in the area of club jurisdiction.
C. The club shall provide concerning equipment designs, and shall assist in frequency observance, clean signals, uniform practice, and absence of spurious radiation from club, and club member stations.
The club must maintain the following records:
B. A copy of all the past, and to include the latest, Amended Constitution's and their By-Laws.

E. All active, and inactive membership applications.
F. A register of all club monies received, and disbursed, showing who, why, when, and balance.
G. A separate register for each club member showing his payment record.
H. All minutes, and membership roll call, from all meetings.
I. All letters received, and copies of all letters sent.
J. All club radio licenses, and copies of all club license applications.
K. A current copy of the FCC and ARRL rules regarding repeater operations.
L. A list of all radio interference complaints, and corrective actions.
M. A list of all club equipment, serial numbers, and location.
N. A list of all membership complaints, corrective actions, and dismissals.
B. Officer elections for the coming year will be conducted at the December meeting.
C. Treasury reports are to be presented at Regular Meetings only.
B. The Net Control Officer will conduct the meeting, and the President, if present, will preside over the meeting.
C. The purpose of our club Net Meetings is to inform the membership of any new and/or old club business, and to conduct minor business, and vote on new membership applicants.
D. After all business is completed, a general round table chat, as well as an informal swap net may be conducted.
E. A Treasury Report will not be conducted "On the air" during a Net Meeting. Purchases may be discussed, and a estimate of club funds to cover the purchase only may be mentioned.
F. Any, and all, membership problems will not be discussed "On the air". If you have a problem, please contact the club’s Vice-President for assistance with such matters.
B. At the present time we have a weekly net, held on the 5Ø.4ØØ/5Ø.5ØØ mhz AM club repeater at 19:15 CST, on every Sunday evening. That net lasts until the 2 meter net begins. Members are encouraged to check in on 6 meters AM first and UHF as a second choice.
C. At the present time we have a weekly net, held on 28.36Ø mhz USB using the club 449.85Ø remote base repeater at 19:3Ø CST, on every Wednesday evening. That net lasts until 21:ØØ. Members are encouraged to check in on 1Ø meters first and UHF as a second choice.
B. Any repeater or remote base station maintenance, modifications, alterations, adjustments, ect. must be done by, or under the supervision or permission of, the club station trustee officer.
This system is a split site repeater on six meters, with the six meter transmitter located in Barnhart, MO and the six meter receiver, and the 7Øcm repeater, located in High Ridge, MO.
The repeater out-put frequencies are 5Ø.55Ø mhz "AM", and 444.75Ø mhz FM. The in-put frequencies are 5Ø.4ØØ mhz "AM", and 449.75Ø mhz FM.
The 6 meter receiver is carrier squelch operation, and the 7Ø cm repeater has a encode and decode frequency of 192.8 hrz.
Note: The six meter repeater input is 6 khz wide, and depending on how strong your signal is received, your transmitter frequency could be received between 5Ø.393 and 5Ø.4Ø7 mhz, but please try to use a center frequency of 5Ø.4ØØ mhz. This frequency information is for those operators using FT-243 crystal
controlled transmitters.
This repeater has battery back-up only on the 6 AM receive and 7Ø cm Repeater.
This is a dual repeater, or back-to-back, FM system operating on two meters and 7Ø cm FM, and is located in High Ridge, MO.
The repeater out-put frequencies are 146.925 mhz FM, and 444.55Ø mhz FM. The in-put frequencies are 146.325 mhz FM and, and 449.55Ø mhz FM.
Both repeaters are CTCSS controlled, with a encode and decode frequency of 192.8 hrz.
This dual repeater system also has a Echo-Link internet interface, connected 24 hours, 7 days a week.
This repeater has battery back-up power on the two meter and 7Ø cm repeater.
This is a 7Ø cm remote base repeater system located in High Ridge, MO.
The repeater out-put frequency is 444.85Ø mhz. The out-put frequency is 449.85Ø mhz.
This repeater is CTCSS controlled, with a encode and decode frequency of 192.8 hrz.
This 7Ø cm repeater is interfaced to a multi-band, multi-mode, remote base Yaesu FT-1ØØD.
NOTE: This remote base is user controlled, touch tone dial-up and control, and has capabilities of operating AM, FM, and SSB on up to 2ØØ User selectable, simplex and repeater frequencies on all HF bands as well as the 6 meter, 2 meter, and 7Ø cm bands. These remote base frequencies will be posted to club members as frequencies and antennas are programmed and installed.
This repeater has battery back-up power only on the 7Ø cm repeater.
This is a 7Ø cm remote base repeater system located in Barnhart, MO.
The repeater out-put frequency is 443.725 mhz. The out-put frequency is 448.725 mhz.
This repeater is CTCSS controlled, with a encode and decode frequency of 192.8 hrz.
This 7Ø cm repeater is interfaced to a multi-band, multi-mode, remote base Yaesu FT-857D.
This remote base can be used to link the Barnhart site to the High Ridge 2 meter repeater when needed.
NOTE: This remote base is user controlled, touch tone dial-up and control, and has capabilities of operating AM, FM, and SSB on up to 2ØØ User selectable, simplex and repeater frequencies on all HF bands as well as the 6 meter, 2 meter, and 7Ø cmeter bands. These remote base frequencies will be posted to club members as frequencies and antennas are programmed and installed.
This repeater has battery back-up power only on the 7Ø cm repeater.
NOTE: Not all repeater systems are completed as of Ø2-Ø2-11.

B. Emergency traffic shall have priority.
C. Any one transmission should be limited to 1Ø minutes maximum.
D. All stations should identify at the beginning, and must identify at the end of any transmission, and at the end of every 1Ø minutes of any continuous transmission.
E. During QSO's, wait a couple of seconds between transmissions to allow for breaking
stations, and to reset the repeater's timeout timer.
F. If an Echolink station is connected, you need to pause for up to 1Ø seconds for them to break in, this is due to the delay they get on their internet receive end.
G. Because FM is a fixed frequency operation, with squelch controlled radios, calling CQ
is not necessary. When making a general call, simply say your call sign, and that you are
monitoring. One time in every 3 minutes is plenty.
H. Members are asked not to use the repeater input or output frequencies for simplex
purposes, but to switch to a club adopted simplex frequency.
I. Long tuning, constant tone signals, or testing on the repeater frequencies are not allowed.
J. Un-identified transmissions are prohibited.
B. For adjustments, the Echo Link people have put a real nice modulation bar near the bottom-middle of their screen so adjustment is easy.
C. The Windows mixer, microphone level control, will not make any changes to the Echolink modulation level.
D. The modulation adjustment controls are located on the Echo link screen. Tell them to pull down the tools window, and go to adjust volume, then click on recording. This will bring up the recording control window where they can adjust the microphone level slider control.
E. You need to tell Echo Link users to adjust their modulation level, while speaking close to their mic, so the blue modulation bar averages near three-fourths of the scale. Also, so it reaches the yellow mark some times, but never into the red.
B. We all know that a FM simplex, or repeater system, on the 1Ø, 6, 2 meters, and above, is assigned squelch controlled RF channels, and a station is either going to be on the your frequency to hear you, or is not.
C. Calling CQ only takes up air time, and it can be annoying to a station monitoring for a call, or waiting for you to stop transmitting "CQ" so they can answer your call.
D. A simple, to the point, single transmission is all that is needed. I suggest saying something like: "(Your Call) monitoring" or "(Your Call) monitoring the frequency", or "(Your Call) is QRZ the frequency".
E. Calling "CQ" on the CW, AM or SSB Modes on any band, is just fine, and we wish more hams would do that.
B. We are not allowing in-coming connections from repeaters (-R), or link stations (-L). This is because it ties up the repeater system too much, not allowing local stations to communicate.
C. We have also set the time out period to disconnect a Echo Link station from monitoring more than 5 minutes of no repeater, or Echo Link activity. This is because we have conferencing limited to 2 stations, and if 2 stations are monitoring, it will prevent another echolink station from connecting.
D. We don't allow any stations to connect if they have their computer set to allow conferencing. This prevents them from connecting a repeater or link station to our system.
E. Maximum Echo Link station transmit key down time has been set to 5 minutes, after which the echolink station will get a warning tone, then disconnect. This is to prevent an Echolink station from locking up the repeater system when they forget to un-key and disconnect.
F. There is no time limit set for a QSO, just for Echolink monitoring time, and Echolink key down time.
G. The Echo Link out-going node dialing system has been disabled, and at the present, we have no plans to connect it. The reason is our internet connection is remotely located, and the repeater users would have to listen to touch-tones being re-broadcasted on the repeater.
