PRESIDENTS CORNER

We had a nice meeting, not too long, and seen some new faces.  Discussion on Interactive TV for our radio class, We will be able to hold classes in Bowman, Beach, Hettinger, Scranton, Mott, and Dickinson, the classes would be held at the High Schools. We will have to see if we can get a contact person in each of the communities to refer people to the site.  If we would not have anyone interested in these communities, we would not have a class there. The nice part of this is that no one would have to leave any of these cities to take the amateur radio class. We will get out more information on this soon. Thanks to Joe NØQAU for heading this up.

Some of the things that have come to mind to help maintain our radio spectrum. The ARRL has a spectrum defense fund, that will help us maintain our frequency spectrum. A few years ago I think the ARRL spent around $200,000 in the defense on our frequencies, and now the costs have risen to around $ 900,000. All of us should be aware of these risen costs, and if we can support, the ARRL spectrums defense fund. I am sure a donation of any amount will help.

Also there have been some interesting articles on Homeland Security. The importance amateur radio operators may offer to our local government.  Amateur radio has been in the shadows for years. Usually doing their thing and then going  home. The ARRL has received a grant, to help with Training; they offer several classes in emergency training.  Field day is not enough; we also need to participate in our nets, and field exercises. Learning how to use equipment we are not always familiar with.

We will try to have some presentations at our meetings that may cover message handling. And other aspects of emergency training. And items pertaining to our hobby.   NØQAU Joe has been working on some of these.

Our final camp out may not happen this year do to Mother Nature, but maybe next year.

Also remember making calls gets results, just listening, we do not know who else may be listening.

73 Have a good month!  Bill KØUB

Old Business

  1. Repeaters—Bill and Emil went to 82 site and cleaned the batteries and winterized. Joe and Art went up to the Killdeer and worked on the temperature sensor. To get the temperature you key in 598. To get the repeater battery voltage you key in 599. You should identify when keying for temperature or voltage. Joe also discussed the super link. He is trying to form a group to be able to spread word of any problems on the super link. There is a Yahoo group that Joe is a moderator for that he dedicated strictly for the super link. Superlinkinfo@yahoo.com He also discussed bringing up the super link and Killdeer. Let him know if you hear any error codes to help him pinpoint where the problem is.

  2. Power Supply—Emil, NØDK reported that the power supply has been ordered. We are currently using a loaner from Tony, K7TNY.

  3. Special Service Status—Since we do not have an ACC coordinator Bill checked with Kent our section manager and he will fill in that area. Glenn, WDØDAI helped put paperwork together so our status will be renewed.

  4. Club Brochure—Margaret, KB7ITR has the brochure done and ready to be printed. She checked into the cost, which was $.75 - $1.00 per sheet depending on how much printing, and color that was needed. Or approximately $250.00 for 500 brochures, less if we bought the paper. She printed some off on her printer that would be about $50.00 for 500 including the ink cartridges and paper.

  5. Show and Tell—October 23rd, 2004 Prairie Hills Mall. May set up the night before depending on the weather. We will have HF and 2 meters radios set up. May have APRS set up also.

New Business

  1. Classes—We had some earlier discussions on trying classes with Interactive Video Network. If somebody in Scranton, Bowman, Hettinger, or the Beach areas would be interested. Dickinson State University has contacted Joe and we would be able to use the IVN room. DSU would need to have someone open up the doors, set up the equipment and lock up when we are finished. Motion made that we pursue this issue by Larry, and seconded by Emil, NØDK. Joe will also reserve the dates for the meetings and classes at the LEC should we still have classes there this year.

  2. Club Trailer—Discussion that we need to strengthen the frame on the trailer. The trailer is registered to Stark County. We need to contact Gary Kostelecky to tell him the need that we have, what our suggestions would be to have it done and if there are any charges if they would be willing to pay the cost. Would there be any funding from Homeland Security to cover this? Bill will contact Gary.

  3. Members—We have made some phone calls and sent out letters updating our database. The people we have not received a response from we will delete from the database.

Congratulations Gordy, KBØNBX on being the winner of the meeting drawing.
Motion to adjourn by Emil, NØDK and seconded by Larry. Motion carried. Adjourned at 8:12 pm.

It's beginning to look a lot like fall - falling leaves, falling temps etc.
On  Sept. 25th Bill KØUB and Emil NØDK went to the 82 repeater site to clean batteries and get things winterized.  Art KBØVSE and Joe NØQAU joined them later.
The new power supply for the 64 repeater finally arrived on Oct. 10th and on the 11th Emil NØDK went to Killdeer and installed it bringing back the loaner from Tony K7TNY. The way the temperatures have been falling  and the wind blowing I bet the guys are glad that this is done.
After what must have seemed an eternity to Stan, his family and all of his friends, he is finally recuperating at home. We miss him at coffee but are glad he's back.
Everyone is busy raking leaves which is an unending chore. Getting ready for winter is on everyone's agenda and there are all those "projects" that have been put on the back burner due to summer activities that need to be attended to. Campers are being winterized and put away though some thoughts of maybe one more camping trip linger. It was a fun year, drawing to a close all too fast, but as the old saying goes "Time flies when you're having fun".
Here's hoping everyone has a good Thanksgiving and looking forward to seeing you at the Christmas Party the following Saturday!

Just a little reminder that Show and Tell is at the Mall on Oct. 23.  The Christmas Party will be coming up on the Saturday after Thanksgiving so it isn't too soon to mark that on your calendars.
Finally, Best wishes for a speedy recovery go to Stan, WDØDAJ who had heart bypass surgery on September 17th.  There's better days ahead Stan! 73

      SB QST ARL ARLB022
ARLB022 FCC no longer issuing certain 2x3-format vanity call signs

The FCC has ceased issuing 2x3-format Amateur Radio vanity call signs that begin with the prefixes WC, WR, WK and WT (eg, WR1AAA, WC4ZZZ). The Commission has acknowledged that it erroneously granted more than 150 WR and WC-prefix 2x3 vanity call signs from 1997 through September 2003, when it began rejecting such call sign requests.

In the late 1970s, the FCC announced a new Amateur Service call sign assignment system. It provided four standard call sign groups, designated Group A, B, C and D, delineated by license class and issued sequentially with no backfilling. The FCC's Bill Cross, W3TN, recently told the nation's volunteer examiner coordinators (VECs) that the FCC also had a "Group X." These included WC (RACES), WR (repeater), WK and WT-prefix 2x3-format call signs reportedly reserved for special-use licenses.

The FCC stopped issuing repeater call signs in 1983 and ceased renewing RACES licenses in 2000. After the current vanity program began in 1996, several ham clubs sought new and formerly held repeater and RACES-type call signs. When the Universal Licensing System came along in August 1999, however, the FCC encountered some licensing system programming shortcomings, including the anomalous assignments of WC and WR-prefix 2x3 call signs as acceptable formats.

When the FCC implemented programming corrections that halted the issuance of Group X call signs in September 2003, it did not advise the amateur community. As a result, several amateurs who filed for 2x3 WC or WR-prefix call signs had their applications dismissed without any explanation beyond saying that the applicant's call sign choice was unavailable. That remains the case. The FCC has not indicated whether it plans to address the WC and WR-prefix 2x3 call signs it's already issued.

In a related matter, the FCC's new Amateur Radio vanity call sign regulatory fee of $20.80 for the 10-year license term goes into effect Friday, August 6. All applications received at the FCC on or after that date must be accompanied by the new, higher fee.
