The meeting was called to order at 1935 hours.

Old Business:

Minutes of October 2, 2002 approved after correction of spelling of Rapinski and addition of KL7HFI (Jerry Prindle) to list of attendees.

VE Session was held on September 21, 2002, Sam Thigpen (KL1FE) passed his code test and Christopher Custer (KL1JK) his Technician exam.

Motion made and passed to purchase batteries and power supplies for the Mt. Roberts and Heintzlman Ridge repeaters.

Treasurer Report:

Presented by Paulette Sill; $2,558.20 in the treasury. Paulette will check status of grant payment from City & Borough of Juneau. One bill from Copy Works outstanding.

VHF Committee Report:

Equipment purchased by the club for Mt. Roberts & Heintzlman Ridge has arrived. The Mt. Roberts equipment has been installed and the Heintzlman equipment is in Jerry’s garage and will be installed as soon as he gets a ride to the repeater site. New batteries are the gel types, 100 amp hours with an 82 month guarantee.

Work is going on to get packet going in the area. This will give the ability to have a paper trail in an emergency situation (error free) and additional security.

The Coast Guard is going to allow a packet station on Robert Baron. Jerry gave a great explanation of packet operations.

Skywarn is coming up the weekend of December 7, 2002, from 1600 Friday through 1600 Saturday. We are on the list to participate and will use the NWS call sign WL7NWS. Jerry will be doing the QSL cards. Contact is Kim Custer at NWS.

On Monday, October 21st the CBJ Assembly approved our Club’s request for a grant in the amount of $5000 for equipment needed to extend our repeater link to Haines and Petersburg and to place a 2-meter station at the police station Emergency Operations Center in Juneau. Many thanks to Dave Palmer and Jerry Prindle for putting this together and making the necessary contacts to explain the value of the improved system to members of the Assembly.

System improvements include a 220mhz link between the Lena Point and Mt. Ripinski repeaters. The work includes the addition of a new controller that will allow the repeater to be linked to Lena Point to the South, or Montana Mountain in the Yukon Territory, or both. The proposal also included the purchase of about $1000 worth of 2-meter equipment for use at the Juneau Police Department's Emergency Operations Center (EOC). (It is possible the equipment could be installed in a mobile unit to provide communication equipment at the EOC or other locations as well). Finally, at the recommendation of the Local Emergency Planning Committee (the City's committee of volunteers who advise the Assembly on emergency planning matters), the proposal was expanded to add an additional $1000 to upgrade the repeater at Duncan Mountain to link it to Lena Point. The result of this work is that 2 meter capability will be expanded from the Petersburg/Duncan Canal area to Juneau, and from Juneau to Haines and further north through the system of repeaters operated by the Yukon Amateur Radio Association. The repeater system will cover most of the northern area of SE Alaska, including most of the popular waterways and cruise ship routes. In the event of an emergency or failure of commercial communication systems, the 2 meter amateur repeater system will provide dependable coverage over a large area.

The labor, maintenance, and operational costs for this equipment will be donated by the JARC. The cost to link Juneau to its northern neighbors and sister city of Whitehorse is $2900. The cost to add equipment to the Emergency Operations Center adds $1000 ($900 plus freight). The estimated cost of the Petersburg link is $1000 for a grand total of about $5000.

The Yukon Amateur Radio Association in Whitehorse (Juneau’s sister city) has provided equipment in Haines and in the Yukon that links the Haines repeater to several Yukon cities…Carcross, Teslin, Haines Junction, Beaver Creek, Mayo, and Faro for example. The Whitehorse club utilizes the system from Haines to support the Kluane bike relay from Whitehorse to Haines. These repeaters and equipment have been funded through the efforts of the Juneau and Whitehorse amateur radio clubs. The Anchorage Amateur Radio Club, recognizing the statewide benefit of a repeater system, has generously contributed toward Juneau’s repeater system as well.

The TNC for the Emergency Operations Center has been received. The "e" series repeater with built-in 220mHz link radio is on order. It takes about 8 weeks for delivery as the unit's crystals have to be ordered and the unit "burned in". So far, the two units we have previously purchased have worked perfectly out of the box. Jerry hopes to have the project completed before the end of November. So far about $3700 has been utilized for the project.

The Assembly's support of the funding was unanimous. The proposal was also supported by Chief of Police Richard Gummow and by Fire Chief Mike Doyle. If you've been looking for a reason to buy that new 2 meter rig, the Juneau Assembly just provided an incentive.

New Business:

Jerry Prindle will do a packet radio demonstration at the next meeting.

The annual meeting begins with next months meeting and finishes with the January 2003 meeting. Annual meeting usually consists of a pot luck dinner with the club furnishing the roast beef and condiments.

Motion made, seconded and approved to have annual potluck and meeting along with a swap meet and an examination session. Sam will arrange for us to have McPheters hall again this year. The event will take place on Saturday, January 18, 2003. The club will provide roast and condiments and also make a donation of $120.00 to the church for the use of the hall. We will also have door prizes as we did last year. Jerry, Sam, Jack and Bob to be responsible for setup and VE session. Sam to coordinate. Brent and Charlie to take care of potatoes.
