• Error address between ROSE/FPAC not passed correctly (minor)
• Disconnect from a ROSE application not passed thru a FPAC node

Enhancements

• Place all message text in the .MSG file so full language support is possible.
• Add EXCLUDED USER with PORT = 255 and MACVC = 255
