Guide for use of radio transmitter by foreign radio amateur during
temporary stay in Estonia

A foreign radio amateur, who is the holder of a valid CEPT Amateur Radio
Licence , is entitled to hold and use his amateur radio station during a
temporary stay (up to 3 months) in Estonia without of any extra
registration, application or charge . For a longer continuous duration of
stay a licence from Estonian National Communication Board is required
(about the application procedure see below).
The licensee shall observe the provisions of CEPT Rec. T/R 61-01 and
relevant parts of the Estonian Amateur Radio Regulations.
Holders of CEPTclasses authorised to transmit in accordance with national
classes in Estonia: CEPT1=A; CEPT2=T.
The call sign shall consist of the following parts:
letters "ES"and a digit showing the district* of temporary stay /own home
call sign / "M"(mobile) or "P"(portable).
*Regional districts for the amateur radio service in Estonia:
1 Tallinn (The Capital City area);
2 Administrative District of Harjumaa (North Estonia);
3 Administrative Districts of Läänemaa, Raplamaa and Järvamaa (Central
Estonia);
4 Administrative Districts of Lääne-Virumaa and Ida-Virumaa (North-East
Estonia);
5 Administrative Districts of Jõgevamaa and Tartumaa (East Estonia);
6 Administrative Districts of Põlvamaa, Valgamaa and Võrumaa (South-East
Estonia);
7 Administrative District of Viljandimaa (South Estonia);
8 Administrative District of Pärnumaa (South-West Estonia);
0 Administrative Districts of Hiiumaa ,Saaremaa and all small Isles of
Väinamere.

For all other radio amateurs ( non-holders of CEPT Amateur Radio Licence
) the licence from Estonian National Communication Board is required in
order to use a radio transmitter.
When applying for a temporary licence the following documents must be
submitted:
1. Application form (see annex 2);
2. Copy of the valid amateur radio licence issued by telecommunications
administration of the applicant´s home country giving the following
information: applicant´s name; the class of the applicant´s radio
amateur certificate; period for which the licence is valid; call
sign.
3. Copies of those pages of the passport bearing personal date and the
period for which the passport is valid.

The transmitter fee shall be determined for the temporary licence
The licence and corresponding account will be sent to the address, which
is indicated in the application.
The licence for a foreign radio amateur will be issued for the Estonian
class of certificate which most nearly corresponds to the class of
certificate assigned to the licensee in his native country.
Radio amateur has to use a radio transmitter according to relevant parts
of the Estonian Amateur Radio Regulations (the allowed powers, frequencies
and types of emission for assigned class). Extract from technical part of

REPUBLIC OF ESTONIA" see in annex 1.

PERMITTED TYPES OF TRANSMISSION AND MAXIMUM POWERS IN EACH CLASS
Peak Envelope Power (pX)- The average power supplied to the antenna
transmission line by a transmitter during one radio frequency cycle at the
crest of the modulation envelope taken under normal operating
conditions.
Carrier Power (pZ) - The average power supplied to the antenna
transmission line by a transmitter during one radio frequency cycle taken
under the condition of no modulation.
Notes:
The usage of frequency bands shall be in accordance with recommendations
(band plans) given for the amateur radio service in IARU Region 1.
The max pX values will be applied if the carrier is attenuated by at least
6 dB.
* Use of mobile or portable stations in the frequency band 50 MHz is
prohibited.
* In the areas where the reception of TV transmissions on the channels E2
or R1 is regular, the amateur radio transmissions on the frequency band 50
MHz shall be interrupted during the hours of these TV broadcasts.
