GUIDING PRINCIPLES FOR THE USE OF A CEPT LICENCE IN ESTONIA

Inspection of Telecommunications of Republic of Estonia are co-ordinate
with ERO the conditions concerning the participation  of Estonia in
the CEPT radio amateur licensing system and Estonia has implemented
CEPT T/R 61-01 started at the date of 1.01.1994.

A foreign radio amateur, who is the holder of a valid  CEPT Amateur
Radio Licence, is entitled to hold and use his amateur radio station
during a temporary stay (up to 3 months) in Estonia without of any
extra registration, application or charge. For a longer continuous
duration of stay a special (on temporary or on the regular basis)
licence is required. Accordingly, the licensee should be acquainted
with the above provisions and regulations on his entry into Estonia.

The licensee shall observe the provisions of the International RR,
the provisions of the CEPT Recommendation T/R 61-01 and relevant
parts of the Estonian Amateur Radio Regulations.

By temporary import of an amateur radio equipment into Estonia, the
following information must be observed:


People travelling to Estonia with own HAM-equipment they want to use
here are kindly asked to fill in two custom declarations in the free
style with the indication of their rig(s) (types, serial numbers etc.)
and to prepare also two of copies of their valid international (CEPT)
licence.
They should write also an application in the free style addressed
directly to the customs where they indicate that they are radio amateurs
and will bring in the Estonia following declared equipment for amateur
radio purposes and while they are leaving Estonia, they will take it all
back.


At the customs they should choose the "red line" and ask a kindly stamps
on the declarations, one of which they give away together with the copy of
the licence and the application.
NB: Please ask an another stamp on the declaration when leaving the
Estonia to avoid problems on the customs sides of overcrossing countries in
the Baltic (YL/LY) and Scandinavian (OH/SM/LA/OZ) areas and as well - in
the own country.

CEPT classes correspondending to the Estonian national class licences,
frequency and TX output power restrictive, a quick reference of the
national regulations etc. are given into the enclosed Memo.
