There are several reasons for that. 1. The RS232 port consist low level current saving 3.3V IC's. 2. The voltage on the TCM3105 and 74HC04 are not stable because the not reliable automatic powering. What to do: 1. Remove the modem from the computer. 2. Supply external voltage via D2, between 9 and 12Volt. 3. Align with potentiometer R6 (47K) the voltage at pin 7 excactly on 2.7Volt. 4. Remove the external power supply. 5. Connect a 1000pf capacitor between CTS and Ground (very important) 6. Connect the modem again on the notebook. Now everything will run without problems.
