We, the undersigned,
wishing to secure for ourselves the
pleasure and benefits of an
association of persons commonly
interested in Amateur radio,
constitute ourselves the COAL FIELDS
AMATEUR RADIO ASSOCIATION, INC., and
enact this constitution as our
governing law. It shall be our
purpose to further the exchange of
information and cooperation between
members; to promote radio knowledge,
fraternal-ism and individual
operating efficiency; and to so
conduct associations programs and
activities as to advance the general
interest and welfare of Amateur
Radio in the community. We shall
strive to prepare ourselves to
provide emergency communications
service to our community, state, and
nation in time of man-made or
natural disaster and time of need.
We shall also strive to promote and
enhance local and international
goodwill in the use of Amateur
radio.
Membership
All
persons interested in Amateur Radio
communication shall be eligible for
membership. Membership shall be upon
such terms as the association shall
provide in its By-Laws.
Officers
The officers of this
association shall be President, Vice
President, Secretary, Treasurer, and
Education & Outreach.
Methods of
Election
Section
A - Nominations
Nominations for
office will be made from the floor
by the full membership during the
May monthly meeting.
Section B - Terms
The officers of this
association shall be elected for a
term of one year by written ballot
of the voting members present,
provided there be a quorum, at the
June monthly meeting.
A majority
of votes shall constitute the
election to office.
Section
C - Seating of Elected Officers
Newly elected and
retaining officers shall be seated
at the July meeting.
Section
D - Vacancies
Vacancies occurring
between elections must be filled by
special election at the first
regular meeting following the
withdrawal or resignation.
Section E - Removal
Officers may be
removed by a 75% vote of the full
membership.
Duties of
Officers
Section A - Presidential
The President shall
preside at all meetings of this
association and conduct them
according to the rules adopted.
He/She shall enforce due
observation of this Constitution
and By-Laws, decide all questions
of order, sign all official
documents adopted by the
association, and perform all other
duties pertaining to the office of
president. The President shall
chair the Executive Committee.
Section B -
Vice Presidential
The Vice President
shall assume all the duties of the
President in the event of the
removal, resignation, or death of
the President. In addition, he/she
shall organize association
activities, plan and recommend
contests for operating benefits,
and advance association interest
and activity as approved by the
association. He/She shall maintain
close liaison with the ARRL
Section Emergency Coordinator to
further association participation
in the Amateur Radio Public
Service Corps.
Section C -
Secretarial
The Secretary shall
keep a record of the proceedings
of all meetings, keep a roll of
members, and mail or deliver
meeting notices and minutes of the
previous meeting to each member.
At the expiration of his/her term
he/she shall turn over all items
belonging to the association to
the successor.
Section D -
Treasurer
The Treasurer shall
receive and receipt for all monies
paid to the association, keep an
accurate account of all monies
received and expended, pay no
bills without proper authorization
(by the association or its
officers constituting a business
committee). The Treasurer shall
hold, maintain and update all
Federal, State and Local tax forms
and associated manuals. The
treasurer shall pass a full
background check before being
seated. At the end of his/her term
he/she shall turn over everything
in his/her possession belonging to
the association, to the successor.
Section E - Education and Outreach
The Education and
Outreach officer shall observe all
proceedings of the regular meetings
and executive committee meetings to
break any ties, to prevent any
oversight of these proceedings. The
Education and Outreach officer shall
chair the Education and Outreach
committee as well appointing any
sub-committee pertaining to this
office. At the end of
his/her term he/she shall turn over
everything in his/her possession
belonging to the association, to the
successor.
Meetings
The by-laws shall provide
for regular and special meetings. At
the meetings, a minimum of 25% of
the current membership shall
constitute a quorum for the
transaction of any business. Roberts
Rules of Order shall govern all
proceedings.
Dues
The association, by majority
vote of those present at any regular
meeting, may levy upon the general
membership such dues or assessments
as shall be deemed necessary for the
business of the organization.
Non-payment of such dues or
assessments shall be cause for the
expulsion from the association, the
removal of voting privileges, or
both, within the discretion of the
association membership. The only
exemption is when a member either is
or turning 70 years old.
Membership
Assistance
The association,
through its designated Interference,
Public Relations, or Operations
Committee will provide technical
advice to all members or prospective
members, concerning equipment design
and operation, to assist in frequency
observance, clean signals, uniform
practice, and absence of spurious
radiations from association member
stations. The association shall also
maintain a program to foster and guide
new and prospective amateurs.
Amendments
This constitution or
the By-Laws may be amended by a 75%
vote of the total membership present
and voting. Proposals for amendments
shall be submitted in writing at a
regular meeting and shall be voted on
at the next following regular meeting,
provided all members have been
notified of the intent to amend the
Constitution and/or By-Laws.
Association
Disbandment
The Coal Fields Amateur
Radio Association, Inc. can only be
disbanded by a 100% Yes Vote
to Disband by 100% of the total voting
membership.

The official name shall be constituted
from the following:
COAL FIELDS AMATEUR

THE ASSOCIATION.
1.0 Secretary -
The Secretary shall
preform the duty of to keep the
Constitution and By-Laws of the
association and have the same with
him/her at every meeting. He/She
shall note all amendments, changes,
additions, and deletions to the
Constitution and By-Laws and permit
it to be consulted by members upon
request. The Secretary shall also
provide a copy of the association
Constitution and By-Laws to every
new member. The Secretary shall
appoint upon approval of the other
association officers an assistant
secretary for the duration of the
sitting secretary.
1.1 Secretary
Assistant -
The Secretary
Assistant shall be under the
jurisdiction of the sitting
Secretary; and, work closely with
the sitting secretary in all
secretarial duties; and, shall
have all duties as secretary; and
to exercise the secretarial duties
only when the sitting secretary is
unable to perform temporarily. If,
the secretary is no longer able to
fulfill the secretarial duties,
and until a replacement is voted
on, The
Secretary Assistant shall assume
all the duties of the Secretary in
the event of the removal,
resignation, or death of the
Secretary.. The Secretary
Assistant is eligible to be voted
into the Secretary position.
2.0 Membership
-
2.1 Full Membership -
Full membership is
open to all licensed amateurs.
Full membership includes all
association privileges as well as
the right to vote and hold
association office.
2.2 Associate Membership -
Associate membership
includes all association
privileges, except the right to
vote and hold association office.
2.3 Family membership
-
Family membership is for
those of full or associate members'
family members includes all
association privileges, except the
right to vote and hold association
office.
Membership is
effective upon payment of dues.
3.0
Dues -
The association dues
are payable in advance, but are due
during the regular May monthly
meeting, become delinquent
immediately after the close of the
regular June monthly meeting. A
delinquent member forfeits his/her
right to vote in association
matters. If the dues remain unpaid
at the close of the fiscal year, the
association members name will be
dropped from the membership roll.
3.1 Full Membership
Dues -
A yearly
assessment of $25.00 per full
member is hereby assessed in
accordance with the provisions of
Article V of the Constitution, for
the purpose of providing funds for
club expenses.
3.2 Associate Membership Dues -
An Associate Member
is whom is a licensed Amateur
Radio Operator but are either not
able to attend meetings and/or
functions or just want to support
the Association endeavors. Also
the Associate Member cab be a
non-licensed Amateur Radio
Operator but still want to support
the Association
A yearly assessment of $12.50 per
associate member is hereby
assessed in accordance with the
provisions of Article V of the
Constitution, for the purpose of
providing funds for association
expenses.
3.3 Family Membership Dues -
A Family Member is
one whom is living in the same
house hold of the Full Member or
Associate Member whom is a
Licensed Amateur Radio Operator.
A yearly assessment of $6.25
per family member of either full
member or associate member is
hereby assessed in accordance with
the provisions of Article V of the
Constitution, for the purpose of
providing funds for association
expenses.
If a family member holds a
current amateur radio operator
license, they will have the same
privileges as a Full Member.
4.0
Fiscal year -
The fiscal year of the
Coal Fields Amateur Radio
Association shall be from July 1st
to June 30th.
5.0 Meetings -
5.1 Regular meetings -
Regular meetings
shall be held on the second
Tuesday of each calendar month.
Notices shall be sent or
delivered to members concerning
regular monthly meetings. Such
notices shall be sent or delivered
so that they arrive not less than 48
hours before the meeting.
5.2 Special Meetings -
Special meetings may
be called by the President or upon
request of five current club
members. Notices shall be sent or
delivered to members concerning
special meetings, and the business
to be transacted. Such notices
shall be sent or delivered so that
they arrive not less than 24 hours
before the meeting.
6.0 Privilege
to Vote by association Full
Members -
Any association full
member who wishes to exercise
his/her right to vote must be
present at the association meeting
to cast his/her vote.
7.0
Committees -
7.1 Committee
Formation -
Committees may be
formed from the members whom holds
the full or associate membership.
Committees shall be chaired only
by members holding full
membership.
7.2 Committees Reporting -
Committees shall
report to the Vice-President by
the chair of that committee, and
shall include activities
of that committee; all monies
involved; and any associations with
other committees.

Sub-Committee -
8.1 Sub-Committee
Formation
Sub-Committees
may be formed by a parent
Committee.
8.2 Sub-Committee Reporting -
Sub-Committees
shal report to the parent
committee only, by the chair of
that sub-committee, and shall
include activities of that
sub-committee; all monies; and
any association with other
committees or/and
sub-committees.
