It is the responsibility of the local groups to cover communications within their jurisdiction within the guidelines of this countrywide plan. Changes in this RACES Communications Plan and any amendments will be submitted to the Division of Emergency Management for their approval.
In selecting the means of communications to be used, consideration should be given to the system most readily available and best able to provide the desired service. Telephones should always be used as a primary source of communications and all other types of communications will be used as back-up systems and will be utilized when telephone service becomes overloaded or disrupted. In many cases, radio will be the only means of communication available.
