The Missouri Section of the ARRL has over 2700
members and 52 affiliated clubs. Plans are being made for a Missouri
Section Convention in the Year 2000.
Leadership of our section is dedicated to serving the interests of Missouri
Amateurs.

SECTION GOALS
The Missouri Section of the ARRL is
dedicated to the task of improving the level of communication within the
State. The MO Section Manager can assist the membership in many ways.
The SM should attend as many of the Hamfest as possible and talk to those
individuals that have questions or suggestions about the ARRL and Amateur
Radio in general. It is impossible to have all the answers to every
question, but the SM will make every effort to determine where the answer
may be found.
The Section Manager will assist the
Section Cabinet Appointees with their efforts to serve the membership and
the Amateur Radio Community. Dedicated Amateur Radio operators
that have accepted state wide appointments and the active local Hams are
the ones that make it possible for Amateur Radio to be recognized for its
contributions to our state and communities. As a Section we will
continue to promote a positive image of Amateur Radio.

The Assistant Section Managers help
the Section Manager carryout the duties related to that position.
The ASM may represent the Missouri ARRL at Hamfests, Club meetings and
special events that an ARRL representation would be important. The
Assistant Section Managers act as listening post for the ARRL in various
parts of the Section. They collect and forward information to the
Section Manager and provide advice related to the Missouri Section.

The Affiliated Club Coordinator is the Missouri Sections
contact person for Radio Club support. There are
currently 52 ARRL Affiliated Clubs in the Missouri Section. If you belong
to a club that is interested in becoming affiliated with the ARRL, we are
interested in getting your application. The requirements are simple.
The Radio Club must have at least 51% of its voting membership be full
or associate members of the ARRL.

The Bulletin Manager is responsible for the recruiting, appointing
and supervising a team of Official Bulletin Stations.
The Bulletin Manager is appointed by the Section Manager.
With the authority delegated to him by the Section Manager can appoint
Official Bulletin Stations that can pass ARRL Bulletins to Amateur Radio
operators in a defined area and other information related to Amateur Radio
that will be of interest to operators in that area.

The Official Observer Coordinator (
OOC ) is an ARRL section-level leadership official, appointed by the Section
Manager. The principle duties of the OOC is to supervise the maintenance
monitoring work of the section Official Observers and to coordinate special
Amateur Auxiliary efforts with Headquarters and the SM. In addition
to the requirements listed for being appointed an OO in the Missouri section
is a requirment of two letters of recommendation by ARRL members that have
knowledge of the appliant.

The Public Information Coordinator ( PIC) is a section-level
official appointed by and reporting to the Section Manager. The PIC
acts as the sections's expert on public information and public relations
matters. The PIC is responsible for organizing, training, guiding
and coordinating the activities of the Public Information Officers ( PIOs
) within the section. The Section Manager can
delegate to the PIC the authority to appoint Public Information Officers
to serve within the section.

The Section Emergency Coordinator is
the assistant to the Section Manager for emergency preparedness. The SEC
is appointed by the SM to take care of all matters pretaining to emergency
communications and the Amateur Radio Emergency Service (ARES) on a Statewide
basis. The SEC post is one of top importance in the section and the
individual appointed to it should devote all possible energy and effort
to this one challenging organizational program for Amateur Radio. The SEC
makes appoints the District Emergency Coordinators, (DECs), the Emergency
Coordinators, (ECs) and the Official Emergency Stations, (OES). We are
fortunate to have an individual with the qualifications and dedication
of Fred Langeneckert, WA0US, serving the Missouri Section in this position.

The Section Traffic Manager, (STM) is
appointed by the Section Manager to supervise traffic handling organization
at the Section level. The STM will coordinate all traffic efforts within
the section, regardless of mode or NTS affiliation, so that routing within
the section and connections with other networks and digital traffic nodes
will result in orderly and efficient flow traffic flow. The STM will at
the SM's discretion, appoint Net Managers, (NM) and Official Relay Stations,
(ORS). The position of STM is one of the most demanding and important
of all section appointments. We are fortunate to have the leadership
of Tom Housworth, KI0JO in this position.

The State Government Liaison (SGL) is an Amateur Radio
operator who is cognizant of state legislative proposals that have the
potential to affect Amateur Radio without creating a conflict of interest.
The SGL may also include working with the state legislature and other concerned
Amateur operators on proposals that will benefit the Amateur Radio operators
of the section.
Each Amateur Radio Club in the State
should consider encouraging a qualified member to serve as a LOCAL GOVERNMENT
LIAISON (LGL). This individual serves as a liaison with city, county
or other goverment entities to represent the interest of Amateur Radio
Operators in these jurisdictions

The ARRL Techincal Coordinator(TC)
is a section-level official appointed by the Section Manager to Coordinate
all technical activities withing the section. We are fortunate to
have "Mac" McKenzie, K4CHS to serve in this position. "Mac"
is also on the board of the Missouri Repeater Council(MRC). The MRC
coordinates the repeaters in the Missouri Section and is a part of the
larger repeater coordination group the Mid-America Coordinating Council
(MACC). Under the authority delegated to the Technical Coordinator,
they can appoint Technical Specialist that help the section succeed in
the advancement the radio art.
