REVIEW OF PREVIOUS BOARD MEETING AND ANNUAL MEETING MINUTES FOR APPROVAL

The minutes of the July and August board meetings were reviewed and unanimously approved by a vote of the Board. Copies will be forwarded to Rick Clark (KFØBK) for posting on the BCARES web page.

OLD BUSINESS

  1. BCARES Hours Tally Update
    Dale (KAØQPV) collected BCARES volunteer hours from Board members for the past month. It was mentioned that BCARES hours include NIMS/ICS training, meeting attendance and net participation. Two BCARES exercises occurred during August: Broomfield National Night Out (August 2nd) and a demonstration for the Broomfield Police Department (August 22nd).
  2. Receipts and Reimbursements
    Reimbursements were believed to be up to date. Any member with reimbursement needs should contact Dale (KAØQPV). It was noted that Cmdr. Jim Smith, who has been named interim replacement for Justin Dombrowski at the Boulder County Office of Emergency Management, may not yet be aware of his position as BCARES treasurer.
  3. BCARES E-mail
    No new issues were noted. A question was raised regarding whether it would be helpful for an additional person to be authorized to add new members to the e-mail rosters.
  4. Training
    Upcoming BCARES training events include a Surge Hospital exercise on September 27th, a Simulated Emergency Test tentatively scheduled for October 21st and C.U. football ATV. Dale (KAØQPV) noted that there were nine volunteers signed-up to assist at the September 16th C.U. game.
    ICS/NIMS training status was discussed. Several members have submitted updates on their ICS and NIMS training progress. Many more members still need to complete the training.
    George (KAØBSA) indicated that next BCARES equipment training session will probably occur after the Annual BCARES meeting in early 2007, and will cover the operation of newly acquired items.

NEW BUSINESS

  1. Equipment and Capability Demonstration to Broomfield Police
    Several BCARES members demonstrated BCARES capabilities at the Broomfield Police and City Administration Building on August 22nd. Packet / APRS and ATV were showcased. North Metro Drug Task Force and Broomfield S.W.A.T. representatives expressed strong interest in BCARES ATV. A few informal antenna and equipment recommendations were discussed. BCARES seemed to be accepted by all agencies represented at the meeting, as a potential partnering resource.
    The BCARES Board briefly discussed communications coverage in the Broomfield area. Dave (KIØHG) indicated the 146.760 MHz repeater coverage was "iffy" where he lived and suggested that BCARES look into backup repeater coverage. The possibility of installing a remote receiver for the 76 repeater in Broomfield was mentioned. Also, at least two UHF repeaters exist that can be made available, as needed, for BCARES use: the BARC UHF repeater at NCAR on 448.900 MHz (no tone) and a private repeater at the Thornton water tower on 448.275 MHz (156.7 Hz tone). The private repeater is operated by a friend of Mike's (W3DIF).
    The Board discussed the possibility that a commitment to assist the City and County of Broomfield could raise staffing conflicts, during a widespread incident. It was noted that Broomfield is aware that BCARES' primary commitment is to the Boulder County Office of Emergency Management.
  2. CU Equipment Update and CU Football ATV
    Dale (KAØQPV) indicated that C.U. is working to determine how best to provide BCARES with recently approved ATV equipment. It may be necessary for C.U. to make the purchases. Dale mentioned that new plans call for all camera feeds to be received at the Physics Building, then sent by RF link to the press box. Dale mentioned that nine BCARES members have volunteered to assist with the next game on Saturday, September 16th.
  3. BCARES Compliance with FCC 97.113
    Action Item: Dale (KA0QPV) will forward his Special Report to the Board to Rick Clark for posting on the BCARES web site.
  4. Resignation of W7TS from BCARES Board
    The Board discussed Ken's (W7TS) resignation, but made no decision on whether to seek an immediate replacement. This will be a topic for the next Board meeting.
    Action Item: Dale (KAØQPV) reported that Jim (KGØHU) plans to speak further with Ken and inquire whether he would be willing to assist with Pactor3 training, should BCARES decide to adopt Winlink 2000 (see below).
  5. Winlink 2000
    Dale (KAØQPV) and George (KAØBSA) indicated that they are looking into Winlink 2000 and the possibility of adding this digital messaging system to our BCARES "toolbox." They reported favorably on Winlink 2000, but pointed out that it is a Pactor3 system, which appears to function only on proprietary SCS TNC's. Prices for SCS TNC's begin at around $850.
  6. Colorado ARES Training
    The primary Colorado ARES web site is: http://www.coloradoares.org. The Board discussed contents of the http://www.W0IPL.net web site which offers training information, commentary and links to the ARESCO web page. Jeff Ryan (KØRM) and Rob Roller (N7LV), the Colorado Statewide EC, have been made aware of certain content on the WØIPL.net site and are facilitating updates. It was reported that Rob Roller may be resigning, due to family considerations.
  7. Sunday Morning Net
    Dale (KAØQPV) mentioned that Mark Huff will serve as NCS for the Sunday, September 17th net with Dale as back-up.
  8. Surge Hospital Mass Casualty Exercise
    Dale (KAØQPV) indicated that additional information may become available at an upcoming planning meeting. Doshia (KBØNAS) shared an outline of the exercise at last month's BCARES Board meeting.
    Action Item: Dale (KAØQPV) will distribute any new information received from the planning meeting.
  9. October S.E.T Exercise
    Dale (KAØQPV) reported that he has received no recent updates on the proposed exercise, which is tentatively scheduled for October 21st. Further information is expected from Len (KDØRC) in the near future.
  10. WØIA Packet Cluster
    Dale (KAØQPV), George (KAØBSA) and Ed (KBØTVH) reported that the WØIA packet cluster (on both 145.09 MHz and 144.93 MHz) is down. The KDØRC-9 cluster remains operational.

Rob Roller, N7LV will be stepping down as Colorado SEC on September 30, 2006. Rob has been a strong and steady hand at the helm of the Section's largest group of volunteers: Colorado ARES. Thanks to him for taking on the challenges and always being the voice of reason while working to ensure all districts have the most current training, methods and procedures available to them. I extend my personal gratitude for his counsel, his humor and his dedication.

I am pleased to announce that Ben Baker, KB0UBZ has accepted my appointment to succeed Rob as the Colorado Section Emergency Coordinator. Ben is currently the EC for District 22, Arapahoe County and has also been responsible for coordinating multi-jurisdictional activities for the Denver Metro area and the Front Range. I thank Ben for his willingness to serve and look forward to his presence on the Section Cabinet. Please welcome and support Ben as he begins his new duties effective October 1st.
