The State of Alaska uses the ICS for their operations as do many of the agencies within the State, therefore it is important for the EmComm operators to be able to work within that environment. The courses may be taken on line from the FEMA website at no cost. The ICS message format has been modified to coincide with the NTS format for use on amateur circuits. That form can be found in Appendix G in this document. The URL for the courses available on-line independent study is: http://training.fema.gov/EMIWeb/IS/crslist.asp
The NTS is the primary system for moving traffic within, into, and out of the Section. The NTS formats will be used during emergency situations in the Section because of the ability of accountability within the message and authenticity of the signature. All ARES members will be trained on traffic handling and encouraged to participate in traffic handling on the nets within the Section.
