Introduction
United States military facilities in Hawaii switched operations to PACMERS (Pacific Mobile Emergency Radio Service) trunked radio system in mid-2003. Military areas that have made the switch are using APCO 25 digital modulation on all system frequencies. There are a few areas that still use their own UHF trunked radio systems: Hickam Air Force Base and Pearl Harbor. PACMERS switched to a true P25 system with the 9600 baud Control Channel in 2007.

System Layout
According to the PACMERS website, the 400 MHz Motorola Type II system is comprised of six repeater sites on the island of Oahu, and one repeater site on the Big Island of Hawaii. Additional sites are planned for the Big Island of Hawaii.

System Users
The PACMERS land mobile radio system has been in operation in Hawaii since 10 October 2002. There are over 2600 users on the network, representing the Army, Air Force, Navy, Marine Corps, National Guard, and other government units.

Radios Used
Most agencies use the Motorola XTS-3000 portable radios. It is unknown what kind of mobile radios are in use.

Monitoring This System
A scanner with Motorola ASTRO digital capability is required to monitor radio transmissions on the PACMERS radio network. These scanners will only be able to monitor transmissions made in clear digital modulation. These radios will not decode transmissions made in encrypted digital modulation.
