Introduction

Recognizing the need to integrate all county agencies to communicate with each other using a single radio system, Maui County teamed up with EF Johnson and implemented an 800 MHz LTR Multi Net II system.

System Layout

The 800 MHz Maui County LTR MultiNet trunked radio system is comprised of ten repeater sites located on the islands of Maui, Molokai, Lanai, and Hawaii. Analog modulation is used for all transmissions, but some encryption is used (unknown algorithm) for sensitive traffic.

It is a multiple repeater semi-simulcast system with each site having multiple frequencies.  Transmissions may be simulcast across several repeater systems, or may be specific to only one system.

Scanning an LTR Multi Net II Trunked Radio System

Multi Net II is one of several LTR derivatives to hit the two-way radio market.  Unlike regular LTR systems that can be scanned with Trunk Tracker II or higher models, derivatives like Multi Net II can be scanned, but whole conversations cannot be followed correctly with any scanner if the system decides to switch the conversation to another frequency -- users will have to manually switch to the 'other' frequency.

Multi Net II trunked radio systems operate similarly to a regular LTR system.  Users are still assigned a "home channel" and all conversations take place on the home channel when there is less than normal system traffic.  As the system receives more than normal system traffic, this is where the frequency-hopping characteristic takes over.  The system will first check the home channel if it is busy.  If it is, the user will be assigned one of several secondary channels to make their call.  The basic trunking backbone (i.e. talkgroups) still exist to keep users affiliated with each other.  If a user was tuned to Wailuku Patrol and a call needed to be made on a secondary channel, all radios listening to Wailuku Patrol will switch to the new working frequency automatically to hear the transmission, then switch back and monitor the home channel when the transmission is complete.

Maui Monitoring Project

It is difficult to follow transmissions on this system on most weekdays between 0800 and 1600 when most county workers are at work. You might be listening to police on one frequency, then a few seconds later, the voice of an animal control officer will take place on that same frequency. The idea behind the Maui Monitoring Project is to document what frequencies are being used in a given location and who uses them on a primary and secondary basis. I do some monitoring of this system from Oahu, and I've been to Maui to document frequency usage and who uses the system on a primary and secondary basis. My findings when on Oahu and Maui are vastly different, because Maui uses some frequencies not listed on the FCC database.
