County of Kauai
System Type: Motorola Type II Smart Net
RF Band: 800 MHz

Introduction
In 1996, Kauai County contracted with Motorola to design and implement an 800 MHz trunked radio system for all county agencies. Prior to the switchover, all county agencies (police, fire, and ambulance) were on VHF radio frequencies. The Motorola Smart Net radio system allows all agencies to speak to each other on common talkgroups when needed.

System Layout
This trunked radio system consists of five repeater sites located in Kilauea, Anahola, Hanamaulu, Kalaheo, and Waimea. In 2008, this radio system will undergo frequency changes as a result of 800 MHz rebanding. In addition, an additional repeater site in Hanalei is planned to improve system coverage west of Hanalei toward the end of State Highway 560, which has several dead zones and spotty coverage.

System Users
All county agencies, including some state and federal agencies, use this system. All communications use analog modulation. DES encryption is available for sensitive traffic.

Radios Used
Most agencies use the Motorola XTS-3000 portable radios. It is unknown what kind of mobile radios are in use.

Monitoring This System
Until rebanding takes place sometime in 2008, you will be able to monitor this system using any scanner manufactured after 1999 with Motorola trunking technology. After rebanding, all analog-only scanners (with the exception of the Radio Shack Pro-96 / Pro-2096 that has P25 digital technology) will become obsolete and unusable. The trunking channel plans (that allow users to track systems using only the control channel) will be changed once rebanding is complete. It is expected that the trunking channel plans on the Pro-96 / Pro-2096 only may be modifiable using software. However, it is too early to tell if it these changes will work.

Scanner enthusiasts wishing to purchase a scanner to monitor the current system are highly advised reconsider their purchase until rebanding is complete and scanners are available to track the rebanded systems. If you wish not to listen to me, I would highly recommend using eBay to purchase second-hand equipment at a lower price than usual. The price to purchase a new radio when it will go obsolete in a short period of time is not worth it.
