SO OUR INITIAL EFFORT WILL HELP NMC MARS IN GOOD STANDING TRANSFER TO AF MARS. IF CONTACTED BY A NMC MEMBERS WHO IS UNDECIDED WRT TRANSFERRING TO AF MARS PLEASE ENCOURAGE THEM TO JOIN OUR NETS TO HELP THEM DETERMINE THEIR FUTURE IN MARS. 2. I CAN THINK OF NO BETTER TESTIMONIAL TO THE CONTINGENCY COMMUNICATIONS VALUE WE PROVIDE THAN A NEW DODI THAT MORE TIGHTLY INTEGRATES MARS INTO THE OPERATIONAL TOOLKIT OF OUR NATION’S ARMED FORCES. PRIORITIES SET AT AIR FORCE MARS   New Air Force  MARS Chief David J. Stapchuk laid stress on digital operationsand jointness with the other branches in his address to the Region 1 conference last weekend (Sept. 21, 2013). Mr. Stapchuk, who assumed command August 23, said    interoperability is “one of my top priorities” and noted he will be participating in joint meetings and teleconferences with the other MARS Chiefs “to share information and coordinate on activities as needed.” He also said that revisions are underway to DoDI 4650.02, which he hopes will strengthen the link between MARS and the DoD Components, “tighten the operational linkages” between all three Service MARS programs, and foster “stronger inter-MARS coordination.” The Chief identified six key focus areas for Air Force MAR: strengthening interoperability and “jointness”; improving digital capabilities; enhancing emergency training through more rigorous exercises; solidifying the relationship with the National Guard; accelerating recruitment efforts; and improving communications within the Air Force MARS organization. The importance of digital capability "cannot be over-emphasized," he said.  Mr. Stapchuk highlighted the ability of AFMARS operators to be “flexible and adaptable” during emergency situations, citing superstorm Sandy as an example of the “high-quality competence and professionalism you bring to Air Force MARS." I was identified as a casualty of this personnel action when I was initially notified on 20 Jun 13 by a civilian personnel team/hit squad. Although I haven't received the required 2 week notification from the local civilian personnel office I confirmed over the phone today that I am definitely moving to another organization on Scott AFB effective 23 Aug 13. I do know the person replacing me in this position, he actually works across the hall in this building. The good news is that he's familiar with RF transmission systems and worked in the same division/branch with Ray Collins a number of years ago. There will be minimal impact to AF MARS operations during this transition which will become effective on 23 Aug 13. On a personal note I'd like to say that I've never been more impressed by a group of people than those of you in AF MARS. I am not happy with leaving this position for the simple reason that I'll be losing contact with a lot of individuals who I have grown to thoroughly enjoy working with and shooting the breeze with. COMMUNICATIONS SECURITY (COMSEC) AND OperationS Security (OPSEC) ARE always OF concern and must be uppermost in mind when communicating on MARS nets. 3. The transmitting of state location information by USAF MARS stations is, HOWEVER, consistent with the SOP and is authorized. 4. Section 3 of the SOP ALLOWS A NET CONTROL STATION (NCS) to call for check-ins by type or geographic area "as a tool to aid NCS in maintaining net control and discipline." Calling for check-ins by state is permitted but is not mandatory, and is also explicitly allowed by Section 2 of the USAF MARS Voice Net Control Training Guide dated 21 Apr 2009, WHICH WAS authorized by USAF MARS HQ. 5. Late stations checking into USAF MARS TRANSCON, Area, or Regional nets may also give their state location. This MAY help the NCS to direct traffic as appropriate, especially if time is of the essence. 6. This last week, Air Force MARS participated in the National Guard Bureau's (NGB) annual Domestic Operations (DOMOPs) Conference and Exhibition. DOMOPs provides an opportunity for the domestic operations community involved in emergency preparedness and disaster response to gather and discuss contemporary issues relating to National Guard operations and support of homeland security requirements. The 2011 event took place at the Gaylord Hotel at National Harbor outside Washington, DC. 2. MARS was asked to participate in the exhibition to showcase its contingency radio communications capabilities. MARS members staffed a booth with poster boards and handouts highlighting the MARS mission and capabilities. In addition, MARS capabilities were demonstrated to attendees through real-time VHF and HF communications links with WAR at the Pentagon, the 174th Fighter Wing of the NY Air National Guard at Hancock Field in Syracuse, NY, and other locations. 3. The invitation for MARS to participate was extended by BG David Harris, US Army Director, Domestic Operations and Force Development, National Guard Bureau in response to an Air Force MARS outreach initiative to GEN Craig McKinley, Director of the National Guard Bureau. 4. Although Air Force MARS initiated the outreach to the National Guard and received the invitation to participate, the exhibit booth and informational handouts provided to attendees were deliberately designed to represent all of MARS, not just Air Force MARS. 5. Several Air Force MARS members responsible for the Air Force MARS outreach initiative to the National Guard Bureau participated in the exhibit, along with members of the 174th Fighter Wing (174th Communications Flight) from Hancock Field, NY. In his letter of invite, BG Harris noted the valuable work of the combined MARS team assisting the 174th FW, the NY National Guard, and NY State authorities. Therefore, the work of the MARS team supporting the 174th FW was specifically highlighted as part of the MARS exhibit. 6. All of MARS' voice and digital capabilities to provide contingency radio communications support to U.S. Government operations were highlighted. WinLink was emphasized as one of the three core capabilities of the Joint MARS service: point-to-point voice communications, telephone-over-radio phone patch communications, and E-mail-over-radio WinLink communications. 7. This was the first time the National Guard has extended an invitation to MARS to participate in this event, which drew more than 1,600 attendees involved in domestic emergency preparedness and disaster response operations. In particular, MARS was able to showcase its contingency radio communications capabilities to a wide variety of National Guard units both within and outside CONUS stretching from Hawaii to the Virgin Islands. In doing so, we were able to increase awareness of MARS' ability to support the Guard in its operations, consistent with the expanded MARS mission outlined in DoD Instruction 4650.02. For this reason alone, MARS participation in the exhibition was clearly a success. 8. In his letter of invitation to the 2011 DOMOPs exhibition BG Harris stated, "I look forward to the MARS program and the NGB relationship development in future training exercises and contingency operations." 9.
