There are several approachs to setting up for ALE. Military and government agencies purchase ALE ready radios. They still have to be programmed with the information about the specific ALE channels used by each network, but everything else needed for operation is there.
A second approach developed by Collins and Harris, involves external ALE controllers. These interface with and control appropriate HF radios. Programming for each network is still needed.
