I met Pero in the field in Atambua. We immediately became friends because of mutual friends we knew. I met with Pero in Bangkok about a week before he died. Our staff of ARC Internatinal were evacuated safely from Atambua because of Pero's courage, dedication and heartfelt care for his colleagues. He stayed by his radio to give our staff the critical evacuation information they needed to get to safety regardless of the risks to him. Our staff's lives depended on that information. We will always be profoundly grateful to Pero for his affection, generousity, commitment and courage. Our heartfelt sympathies go out to his family, friends and loved ones. It is with deepest sadness and horror I learned about the brutal murdering of Pero and his colleagues. Over the last five years I have been working as telecoms operator for UNHCR. We know somehow about the risks, but never reflect too much about that fact, while on duty. It is until the dreadful thing that happened to Pero and his teammates, occurs, that we realize how vulnerable we are in the risky regions we work in. Only 2 years ago I gave a training in Atambua, the most sleepy provincial town you could imagine. Although close to the East Timorese Border life went on in a slow and gentle way. How things have changed in the last years... My deepest condoleances for the family of my UNHCR colleagues, but also my worry and sympathy for the refugees left behind with nowhere to go. Your son, brother, husband, lover did make a difference in the life of those lost people. And knowing the east and west timorese people they deeply regret what has happened but will not be able to express it to you from where they are now. To the family of Pero, Although I never met your fine son, Pero, he is in my radio logbook from 4W6SP. Three UNHCR colleagues - Samson Aregahegn, Carlos Caceras and Pero Simundza - have been savagely lynched in West Timor (Indonesia) and their bodies burned by an armed mob. Newspapers have reported the incident, which coincided with the opening of the Millennium Summit. Repeated appeals from the United Nations and others for the Indonesian Government to intervene had fallen on deaf ears. Despite the dramatic situation, our colleagues have continued to provide humanitarian assistance to the 125,000 refugees who had remained in West Timor. They have paid their dedication to the cause of humanity with their lives. We cannot pay a better tribute to the memory of our colleagues than through the publication of the last email written by Carlos. "From: Carlos Caseres Date: 6 sept. 2000, 6:05 a.m. Subject: Are you still there? - Reply "My next post needs to be in a tropical island without jungle fever and mad warriors. At this very moment, we are barricaded in the office. A militia leader was murdered last night - he was decapitated and had his heart and penis cut out. Segments of Timorese society must be some of the most violent and gory people anywhere on Earth: Atambua suddenly shut down when news spread that trucks and buses full of militias were coming from Betun (my former home) to Atambua. The town suddenly deserted and all the shops were boarded up in a matter of minutes. Traffic disappeared and the streets are strangely and ominously quiet. I'm glad that a couple of weeks ago we bought rolls and rolls of barbed wire. "I was in the office when the news came out that a wave of violence would soon pound Atambua. We sent most of the staff home, rushing to safety. I just heard someone on the radio saying that they are praying for us in the office. The militias are on the way, and I am sure they will do their best to demolish this office. The man killed was the head of one of the most notorious and criminal militia groups of East Timor. These guys act without thinking and can kill a human as easily (and painlessly) as I kill mosquitos in my room. "You should see this office. Plywood on the windows, staff peering out through openings in the curtains hastily installed a few minutes ago. We are waiting for this enemy, we sit here like bait, unarmed, waiting for wave to hit. I am glad to be leaving this island for three weeks. I just hope I will be able to leave tomorrow. "As I wait for the militias to do their business, I will draft the agenda for tomorrow's meeting on Kupang. The purpose of the meeting: to discuss how we are to proceed with this operation. "Carlos"

The one minute's silence, held at the opening of the 3rd day of our 50th Regional Committee, was very moving. The names of Samson Aregahegn, Carlos Caceres and Pero Simundza were conveyed to the assembly and their savage deaths described. The conference hall was filled with delegates from our Member States, a multitude of representatives and WHO staff, including the Director-General, Gro Harlem Brundtland. All rose to their feet and paid their respects, together. All staff were informed and given the opportunity to pay respects in their own, very personal way - this would surely have created a tapestry of thoughts and reflections throughout the day, and most certainly beyond, as individuals access and read the message in the coming days. Words cannot convey our thoughts at this time - we trust our actions will. With our very deepest sympathy to all. The Staff Committee WHO/EUR Staff Association E-mail message sent to all staff: At the opening of the Regional Committee session on Wednesday 13 September one minute’s silence will be observed by all delegates in memory of three UNHCR international civil servants who were savagely killed in West Timor. Having seen what the men and women UN peacekeeping missions, UNFICYP, UNIFIL, UNDOF, UNTSO, ONUCA and the workers in UNDP around the world, do day in and day out, without much political support and protection, I can only admire the courage of UN workers in the world's trouble. I am shocked and deeply saddened by the tragedy faced by Pedro. As a former UNAMET staff member who was among those surrounded by the same militiamen when in the UNAMET compound in Dili, East Timor, I can testify that those militiamen are senseless people who were brainwashed and trained by Indonesian military elements to kill. Carlos will be remembered by Timorese in East Timor. I propose that his name and the names of his two colleagues who sacrificed their lives in West Timor, be presented to the future Government of East Timor for honour. His family has my deepest condolences.

I didn't know him but I know of the work the UNCR is doing there. And as someone who will be doing peacekeeping duty in Tuzla, Bosnia next October, I can empathsize. I salute his willingness to help resolve some of the pain and suffering in this world. I am so sorry that you have to experience it yourself at this time. As an ex-UNHCR official myself, I was deeply saddened by the news of the tragic and senseless deaths of my colleagues, three persons whose efforts were dedicated only to help some of most helpless and desperate peoples Timor has generated. My heart goes out to the deceased and their families as they try to find some sense in this most unimaginable of situations.
